A RESOLUTION of the City Council of
the City of Kent, Washington, declaring
its intention to improve a portion of the
City in the vicinity of South 228th Street
east of Central Avenue by the installation
of sanitary sewers and water mains, and to
create a Local Improvement District to assess
the cost and expense of carrying out such an
improvement against the properties specially
benefited thereby; and notifying all persons
who desire to object to the project to appear
and present their objections at a meeting of
the City Council to be held on July 3, 1972.
BE IT RESOLVED by the City Council of the City of
Kent, Washington, as follows:
Section 1. It is the intention of the Council of the
City of Kent, Washington to order the improvement of the property
described in Exhibit A, attached hereto and by this reference
made a part hereof, all within the City of Kent, Washington,
by the installation of sanitary sewers, all as described in
Exhibit B, attached hereto and by this reference made a part
hereof, and the property described in Exhibit c, attached here-
to and by this reference made a part hereof, all within the
City of Kent, Washington, by the installation of water mains,
all as described in Exhibit D, attached hereto and by this re-
ference made a part hereof, and by which shall include the ac-
quisition, purchase and installation, where applicable of all
necessary fittings and other appurtenances and easements, permits
and rights-of-way.
All of the foregoing shall be in accordance with the
plans and specifications therefore prepared by the City Engineer.

The City reserves the right to make changes in such
improvement as long as such changes do not materially effect
the purpose of the improvement.
Section 2. The total estimated cost and expense of
the improvement is hereby declared to be $262,100 of which
$65,000 shall be borne by and assessed against the property
specially benefited by the improvement to be included in the
Local Improvement District to be established, embracing as
near as may be all property specially benefited by the improve-
ment and the remainder by grants from the Economic Development
Administration of the United States of America and the Economic
Assistance Authority of the State of Washington.
Section 3. All persons who may desire to object to
the improvement herein described are notified to appear and
present such objections at a meeting of the City Council to
be held in the Council Chambers in the City Hall, Kent, Wash-
ington at 8:00 o'clock p.m. (PST) on July 3, 1972, which time
and place are hereby fixed for hearing all matters relating to
the proposed improvement, and all objections thereto, and for
determining the method of payment for that improvement.
Section 4. The City Engineer is hereby directed to
submit to the City Council on or prior to July 3, 1972, all
data and information required by law to be submitted.
The foregoing Resolution was ADOPTED by the City
Council of the City of Kent, Washington, at its regular open
meeting thereof this 5th day of June, 1972.

Beginning at a point on the west line of Section 18,
Township 22, Range 5, EWM., which lies 1190.82 feet north of south
line of Government Lot 2; thence north 76° 07' 04" E 30.01 feet
more or less to the east margin of East Valley Highway being the
true point of beginning; thence continue north 76° 07' 04" E
175.92 feet more or less to a point which lies 200 feet east
when measured at right angles to said west line of Section 18,
Township 22, Range 5, E.W.M.; thence south parallel with said
west line 186.82 feet more or less to a point which lies 1052.80
feet north of south line of GL 2; thence east parallel with the
north line of GL 2 150 feet; thence north parallel with the west
line of said section a distance of 25.96 feet; thence east parallel

north line of GL 2 to a point which lies 713 feet west of the
east line of northwest 1/4 of said section and 709.50 feet south
of north line of GL 2; thence north parallel with the east line
of said northwest 1/4 305.25 feet; thence east 60 feet more or
less to a point which lies 654.78 feet east of west line of north-
west 1/4 of said section; thence north parallel with the east line
of said northwest 1/4 to the south line of Frontage Service Road
(AKA South 228th Street); thence west 20 feet more or less to a
point which lies 1846.93 feet east of west line of said section;
thence north parallel with the east line of said northwest 1/4 to
the north line of that certain centerline of that certain Lane as
dedicated on the face of the plat of Shinn's Garden Addition to
Kent as recorded in Volume 8 of plat page 1 in King County, Wash-
ington; thence west along said centerline to the southeasterly
margin of Primary State Highway No. 5, thence southwesterly along
said southeasterly margin to a point of intersection with the east
margin of 84th Avenue South (AKA East Valley Highway) thence south
along said east margin of 84th Avenue South to the true point of
beginning.

18, Township 22 North, Range 5 EWM, described as follows: Beginning at
a point which lies 450 feet East of West line of Government Lot 2 and
165 feet South of South line of Frontage Service Road (AKA South 228th
Street) being True Point of Beginning; thence South parallel with the
West line of Government Lot 2 a distance of 375.10 feet more or less to
a point which lies 580.10 feet South of North line of Government Lot 2;
thence West parallel with the North line of Government Lot 2 a distance
