A RESOLUTION of the City Council of the City
of Kent, Washington, declaring its intention to
improve S. R. 99 (Pacific Highway South) from
S.R. 516 (Kent-Des Moines Road) to South 252nd
Street by widening and overlaying pavement with
asphalt concrete, improving and extending shoulders
where necessary 1 and incidental work to provide for
a fifth lane to be used as a two-way left-turn lane,
both within and outside the City and to create a
local improvement district to assess the cost and
expense of that improvement against the property
in such district specially benefited thereby 1 and
notifying all persons who may desire to object to
that improvement to appear and present their objec-
tions at a meeting of the City Council to be held
on thel~th day of October, 1970.
BE IT RESOLVED BY THE CI1Y COUNCIL OF THE CI1Y OF KENT,
WASHINGTON, as follows:
Section 1. It is the intention of the City Council of the City
of Kent, Washington 1 to order the improvement of the property described in
Bxhibit A attached hereto and by this reference made a part hereof (Unit A
described therein being property within the City limits, and Unit B described
therein being property outside the City limits) by the improvement of S. R. 99
(Pacific Highway South) both within and outside the City of Kent, Washington,
from S. R. 516 (Kent-Des Moines Road) to South 252nd Street by widening and
o..rerlaying pavement with asphalt concrete, improving and extending shoulders
where necessary, and incidental work to provide for a fifth lane to be used as
a two-way left-turn lane, and creating a local improvement district encompassing
the properties described in Exhibit A to pay the cost of the improvement.
All of the foregoing shall be in a cc~rdal}..Qe with the plan~_ and

specifications therefor to be prepared by ·Gf'BY & -e~bome 1 the City's Engineers.
Section 2. The total estimated cost of the improvement is hereby
declared to be $74 1 420.00. It is estimated that of the total estimated cost,
the cost of the improvement within the City will be $63,020.00, and the cost
of the improvement outside the City will be $11,400.00. The entire cost
and expense of such improvement shall be borne and assessed against the
property specially benefited by such improvement, included in the local
improvement district to be established, embracing as near as may be, all
property specially benefited by such improvement, it being estimated that the
property within the City, described as Unit A in Exhibit A, shall be assessed
approximately $63,000.00 and the property outside the City, described as
Unit B in Exhibit A, shall be assessed approximately $11,400.00. There shall
be included in the cost and expense of that improvement all cost items speci-
fied in RCW 35.44. 020.
Section 3. All persons who may desire to object to the improve-
ment herein described are hereby notified to appear and present such objections
at a meeting of the City Council to be held in the Council Chambers in the
City Hall, Kent, Washington, at ?:cJ-c--; o'clock p.m. (PDST) onOctoberL.2!!L
1970, which time and place are hereby fixed for hearing all matters relating
to the proposed improvement, the formation of the proposed local improvement
district, and all objections thereto and for determining the method of payment
for that improvement.
Section 4. The City Engineer is hereby directed to submit to
the City Council, on or prior to the Lfti_ day of-~&=-""'-'-~""'-"""------' 1970,
all data and information required by law to be submitted.
The foregoing resolution was adopted by the City Council of the
City of Kent, Washington, at a regular meeting thereof this 8th day of
September, 1970.
