A RESOLUTION of the City Council of the
City of Kent, Washington, supporting the
concept of interlocal planning agreements with
King County and adopting terminology associated
therewith.
WHEREAS, the King County Council adopted the King County
Comprehensive Plan on April 8, 1985 and the King County Executive
signed it into law on April 15, 1985; and
WHEREAS, the King County Comprehensive Plan contains
policies related to interlocal agreements and cooperation
(policies PI-301, PI-302, PI-303, PI-304, PI-305); and
WHEREAS, the Suburban Cities Association of which Kent is
a member, by resolution dated October 1, 1986 stated that, "the
SCA and King County have developed considerable accord on the
basis for interlocal planning agreements on matters such as land
use planning, service delivery, development standards, capital
improvement programs and annexation;" and
WHEREAS, King County by Motion 6614 passed on
September 15, 1986 did state that the County's Comprehensive Plan
policies related to City/County cooperation call for interlocal
planning agreements to be used to implement these policies; and
WHEREAS, the aforementioned Motion 6614 adopts certain
defined terms to be used in discussions with cities within King
County regarding development of interlocal planning agreements
between King County and those cities; and
WHEREAS, these terms are Impact Area, Planning Area,
Municipal Service Area and Potential Annexation Area; and
WHEREAS, the City of Kent is desirous of working with
King County and the other suburban King County cities to effect
interlocal agreements and to use the aforementioned common
terminology; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City of Kent supports the concept of
interlocal agreements with King County.
Section 2. The City of Kent supports the Suburban Cities
Association of King County in its efforts to coordinate the
development of model interlocal agreements and the implementation
of same.
Section 3. The City of Kent Planning Director is
directed to work with King County and the other King County
Suburban Cities to formulate the development of a workable
interlocal planning agreement format.
Section 4. The City of Kent hereby adopts the following
defined terms to be used in discussions with King County regarding
development of interlocal planning agreements:
A. Impact Area: An area outside city limits within
which new development or activity is likely to have an impact on
that city.
B. Planning Area: That area outside of the city limits
for which a city prepares or participates with the county in the
preparation of land use policies. Generally, Planning Areas would
be smaller units within the King County adopted community plan
structure.
C. Municipal Service Area: An area outside city limits
which is the composite of that city's water, sewer, and fire
protection franchise areas, together with any areas for which that
city has a contractual obligation to serve. Municipal Service
Area includes those areas currently being served by the city, as
well as those areas for which there are plans approved by King
County for future service.
D. Potential Annexation Area: An area outside city
limits which the city and the county mutually agree is logical to
consider for potential annexation. Potential Annexation Areas
will be determined by joint effort of the elected officials and
staffs of both the city and the county and will involve a public
hearing process to solicit the input of the general public, area
residents, property owners, and affected units of local government.
