A RESOLUTION of the City Council of the
City of Kent, washington, authorizing the
emergency construction and waiver of permit
issuance requirements for a well structure and
building in the City of Kent located at or near
s. 212th Street and State Route 167.
WHEREAS, during the spring and summer of 1986, the City
of Kent undertook construction of a water supply well at or near
State Route 167 and s. 212th street in the City of Kent to meet
increased user demand, a total project cost of approximately
$220,000.00; and
WHEREAS, a permanent building and structure to house the
water supply well has not yet been constructed; and
WHEREAS, emergency conditions now exist with the advent
of inclement winter weather which threatens to damage the well
head and equipment through freezing, making such equipment
inoperative or incapable of supplying needed water services to the
City of Kent; and
WHEREAS, normal permit procedures for completing
construction of a well head structure and building would present a
severe risk of danger to the public; and
WHEREAS, the needed amount to undertake construction of a
well head structure and building does not exceed $15,000.00 and
therefore do not exceed statutory requirements in the state of
Washington established for public works projects; and
WHEREAS, the Public works Committee has reviewed the
matter and recommended Council action authorizing the Public Works
Department to proceed on an emergency basis with the construction
of the well facility building for s. 212th Street and state Route
167; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The Director of the Public Works Department
be and is hereby authorized and directed to undertake immediate
construction of a well head structure and building to protect the
operation and equipment of said water supply well located at S.
212th Street and State Route 167 located in the City of Kent as
soon as possible without further action by the City of Kent,
including any and all licenses and permits otherwise required for
such projects.
