A RESOLUTION of the City Council of the
City of Kent, Washington, relating to the Green
River, and the system of dikes and levees along
the Green River; protesting the policies of the
Federal Emergency Management Agency relating to
Green River levee improvements.
WHEREAS, the Federal Emergency Management Agency (FEMA)
is conducting an update of its 1980 Flood Insurance Study; and
WHEREAS, in the update of the 1980 Flood Insurance Study,
FEMA is using a policy concerning freeboard on levee systems; and
WHEREAS, said FEMA policy requires three feet of minimum
freeboard to be provided by a levee system at a 100 year storm
event; and
WHEREAS, the 1980 Flood Insurance Study did not consider
the Green River in establishing flood plains and related designa-
tions; and
WHEREAS, the FEMA update of the 1980 Flood Insurance
Study includes the Green River as a controlling factor in estab-
lishing the flood plain and related designations; and
WHEREAS, the FEMA standard is not consistent with the
Corps of Engineers standards for river system analysis; and
WHEREAS, the Corps of Engineers sets standards based upon
analysis of individual river systems; and
WHEREAS, the Green River has a history of 20 years of
operation and management by the Corps of Engineers and surrounding
jurisdictions, including the relationship of the river to the
controls provided by the Howard Hanson Dam; and
WHEREAS, the Corps of Engineers has stated that a three
foot freeboard is not appropriate or necessary on the Green River
system; and
WHEREAS, there is a Green River Management Agreement,
entered into by the Cities of Kent, Tukwila, Renton, Auburn, and
King County, to evaluate the levee system on the Green River, and
potential improvements to said levee system; and
WHEREAS, the Green River Management Agreement and related
procedures should be utilized to determine the extent of levee
improvements on the Green River; and
WHEREAS, the FEMA standard is not appropriate for imple-
mentation on the Green River system; and
WHEREAS, it is appropriate that the Kent City Council
express its position relating to this matter; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Kent protests
the Federal Emergency Management Agency policy requiring three
feet of minimum freeboard at a 100 year storm event for the Green
River levee system.
Section 2. The Mayor is authorized to transmit this
resolution, and the position of the City of Kent related hereto,
to the congressional delegation of the State of Washington.
