A RESOLUTION of the City Council of the
City of Kent, washington, relating to the Kent
Comprehensive Plan, East Hill Component;
disapproving of the changes recommended by the
Kent Planning Commission on February 25, 1986;
referring the Comprehensive Plan back to the
Planning commission for full reconsideration.
WHEREAS, on December 3, 1984 the City council adopted
Resolution 1040 entitled:

A RESOLUTION of the City Council of the
City of Kent, Washington, amending the City's
Comprehensive Plan, East Hill Plan Component,
by redesignating certain areas community
Commercial and Office, amending the Transporta-
tion element of the East Hill Plan, deleting
Policy 8 of the Public Facilities element of
East Hill Plan, and directing the Planning
Commission to conduct further studies relative
to commercial designations within the East Hill
Plan;
WHEREAS, the area for further study concerned 17 acres in
the vicinity of the intersection of 104th Avenue S.E. and S.E.
256th Street; and
WHEREAS, the Kent Planning Department published a
Commercial Land Use Review for the study area in December 1985; and
WHEREAS, the Kent Planning Commission held public
hearings on January 28 and February 25, 1986; and
WHEREAS, on February 25, 1986, the Planning Commission
recommended 13 sites in the study area for community Retail desig-
nations in the Kent Comprehensive Plan, East Hill Plan Component;
and
WHEREAS, by memorandum dated March 12, 1986 the Planning
Commission's recommendations were forwarded to the City Council;
and
WHEREAS, on March 17, 1986 the City council received the
Planning Commission's recommendation and scheduled a full presen-
tation on the proposed amendments for the council Workshop on
April 14, 1986; and

WHEREAS, the City council having considered the Planning
Commission's recommendations; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The changes in the Kent Comprehensive Plan,
East Hill Plan Component, recommended by the Kent Planning
Commission on February 25, 1986, are disapproved.
Section 2. The Kent Comprehensive Plan, East Hill Plan
Component, Commercial Land Use Review in the area of 104th Avenue
S.E. and S.E. 256th Street is referred back to the Planning
Commission for full reconsideration.
Section 3. The Planning Department shall conduct further
environmental review, including making a threshold determination
in light of the alternative recommended by the Planning Commission
on February 25, 1986, and shall schedule the matter before the
Planning Commission for further hearing. The Planning Commission
shall report back its findings and recommendations to the Council
within six months of the date of this resolution. The Commission
shall further consider options for mitigating traffic and
transportation impacts of commerical development in the study
area, including but not limited to requiring development in the
study area to participate in the funding of the S.E. 272nd/277th
Street corridor.

Dear Mr. White:
By copy of this correspondence, I am notifying the Clerk that I
will not concur in the above-referenced Resolution. While I concur in
the City Council •s disapproval of the changes recommended by the Kent
Planning Commission on February 25, 1986, I do not concur that the
matter should be remanded to the Commission for further consideration.
I am in agreement with Councilmembers Woods, Johnson, and Dowell that
the Planning Department's recommendation be accepted, and that the
Comprehensive Plan, East Hill Component, not be amended.
Further, by copy of this correspondence, that I am directing that
my disapproval of the Council •s action be transmitted to the Planning
Commission, along with Resolution 1100.
