A RESOLUTION of the City Council of the City
of Kent, Washington, relating to social services;
expressing intent to support the South King County
Activities Center (SKCAC) contingent upon corres-
ponding support from neighboring jurisdictions.
WHEREAS, The Kent City Council has established a list of Target
Issues for 1985/86 and has rated Social and Human Services as the
Number 3 priority in the Top Priority Issues; and
WHEREAS, the Kent City Council recognizes the need for the
City to financially participate in certain human service programs to
the extent that the program serves City of Kent residents; and
WHEREAS, the Kent City Council recognizes the need for certain
human service programs to serve current needs of its low income citizens
and other identified citizens; and
WHEREAS, the Kent Comprehensive Plan dated January 3, 1977,
has a goal that states, 11 Assure the availability of health and social
services needed by a 11 segments of the community to enab 1 e them to be
productive and self-sufficient 11 (Goal 2, Human Resources Element); and
WHEREAS, the Kent City Council has used Federal Revenue Sharing
monies and Federal Community Development Block Grant Program monies
to assist its local human service agencies; and
WHEREAS, the South King County Activities Center (SKCAC) pro-
vides educational, vocational, and rehabilitation services to mentally
and physically disabled adults, and is classified as a Kent Social Ser-
vice Agency; and
WHEREAS, SKCAC has c 1 i ent emp 1 oyees who are residents of the
City of Kent; and
WHEREAS, SKCAC has indicated that due to four years of reduc-
tions and hold-the-line budgets in the State Department of Social and
Health Services (DSHS) that SCKAC is unable to maintain the current
level of program services it has taken 18 years to develop, NOW,
THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1 . It is the intent of the City of Kent to a 11 ocate
funds toward the $6,000 per month SKCAC facility rental fee, contingent
upon approval of Renton, Auburn, Tukwila, King County, Des Moines,
Normandy Park and Seattle to make a fair share contribution and alloca-
tion to such rental. The fair share contribution from the City of Kent
is intended to equal the percentage of SKCAC client employees that are
residents inside the corporate limits of the City of Kent.
