A RESOLUTION of the City Council of the
City of Kent, Washington supporting the Kent
School District and its students and teachers
in their efforts to gain further assistance
from the legislature of the State of Washington
in the advancement of educational opportunities
for Kent residents, and residents throughout
the State.
WHEREAS, the Washington State Constitution provides that
it is the paramount duty of the State to make ample provisions for
the education of all children residing within its borders; and
WHEREAS, by imposing upon the State a paramount duty to
make ample provision for the education of all children residing
within the State, the Constitution has created a duty that is
supreme, preeminent and dominant; and
WHEREAS, the Washington State Supreme Court has found
that the State's constitutional duty:
and
• embraces educational opportunities needed in
the contemporary setting to equip our children for
their role as citizens and as potential competitors
in today's market as well as in the marketplace of
ideas. • Education plays a critical role in a
free society. It must prepare our children to
participate intelligently and effectively in our
open political system to insure that system's
survival. • • It must prepare them to exercise
their First Amendment freedoms both as sources and
receivers of information; and, it must prepare them
to be able to inquire, to study, to evaluate and to
gain maturity and understanding. The Constitutional
right to have the State "make ample provision for
the education of all [resident] children" would be
hollow indeed if the possessor of the right could
not compete adequately in our open political system,
in the labor market, or in the marketplace of ideas.
WHEREAS, the City of Kent Comprehensive Plan sets forth a
goal to "encourage and support full educational opportunities for
Kent residents of all ages, at a level commensurate with their
abilities, desires and needs": and
WHEREAS, the City of Kent Comprehensive Plan has an
objective to "support continuing education, community education,
vocational education and preschool programs": and
WHEREAS, the City of Kent Comprehensive Plan has a policy
to "participate in programs for multiple funding to help support
vocational, community, continuing education and preschool
programs"; and
WHEREAS, the State of Washington is facing fiscal
problems which may impact the funding of educational
opportunities; and
WHEREAS, the educational opportunity for Kent residents
and all residents of the State are a paramount duty of the State;
NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City of Kent supports the Kent School
District, and its students and teachers in their efforts to secure
State support for full educational opportunity for Kent residents
and all residents of the State of Washington.
