A RESOLUTION of the City Council of the
City of Kent, Washington amending the City's
Comprehensive Plan, East Hill Plan Component,
by redesignating certain areas Community
Commercial and Office, amending the
Transportation Element of the East Hill Plan,
deleting Policy 8 of the Public Facilities
Element of the East Hill Plan, and directing
the Planning Commission to conduct further
studies relative to commercial designations
within the East Hill Plan.
WHEREAS, the Planning Commission was directed by
Resolution 1027 of the City Council to consider amendments to the
Kent Comprehensive Plan, East Hill Plan component, relative to
commercial designations within the East Hill Plan; and
WHEREAS, the boundaries of the area which was considered
are more particularly described as: bounded on the north by S.E.
232nd Street, on the south by 248th Street, on the west by 98th
Avenue S.E. and on the east by 112th Avenue S.E.; and
WHEREAS, the Planning Commission undertook such a study,
a staff report was prepared by the Planning Department, reviewed
by the Planning Commission, and public hearings were held on
October 9, October 16, and October 30, 1984; and
WHEREAS, the Planning Commission recommended that certain
areas, more particularly described as:
1. Lot 1 and the east one-half of Lot 3 of
Hurlow's Short Plat (SP 78-38), as
recorded under King County Auditor's
No. 7812200838;
2. Lot 2 and the easterly 75 feet of Lot 1 of
R.O. Smith's Orchard Tracts Addition to
Kent;
3. Lots 7 and 8 of R.O. Smith's Orchard
Tracts Addition to Kent;
4. Lot 13 of R.O. Smith's Orchard Tracts
Addition to Kent; and
5. Lots 11 and 12 of R.o. Smith's Orchard
Tracts Addition to Kent
be designated Community Retail in the Comprehensive Plan;
and certain areas, more particularly described as:
6. Lot 1 of R.O. Smith's Orchard Tracts
Addition to Kent, less the easterly 75
feet thereof;
7. Lot 20 and portion of Lot 29 of R.O.
Smith's Orchard Tracts Addition to Kent;
8. Lots 1-5 of R.J. Bower's Addition; and
9. Lots 21 and 28 of R.O. Smith's Orchard
Tracts Addition to Kent
be designated Office in the Comprehensive Plan;
and certain areas were considered but no changes in their
designations were recommended; and
WHEREAS, the Planning Commission also recommended that

amended to include a Potential Roadway Locations map;
2. That Policy 8 of the Public Facilities Element of
the East Hill Plan, which states:
"The area commercially zoned should be expanded
at such time when at least 75 percent of the
existing commercial land is developed."
be deleted; and
3. That the area in and around the vicinity of S.E.
256th Street/104th Avenue also be studied for purposes of further
amending the East Hill Plan component of the Comprehensive Plan,
relative to commercial designations; and
WHEREAS, the Council considered the recommendations of
the Planning Commission at a public meeting on November 13, 1984
and determined that the Commission's recommendations should be
approved; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City of Kent East Hill Plan component of
the Comprehensive Plan is hereby amended to designate those areas
described as:
1. Lot 1 and the east one-half of Lot 3 of
Hurlow's Short Plat (SP 78-38), as
recorded under King County Auditor's
No. 7812200838;

2. Lot 2 and the easterly 75 feet of Lot 1 of
R.O. Smith's Orchard Tracts Addition to
Kent;
3. Lots 7 and 8 of R.O. Smith's Orchard
Tracts Addition to Kent
4. Lot 13 of R.O. Smith's Orchard Tracts
Addition to Kent;
5. Lots 11 and 12 of R.O. Smith's Orchard
Tracts Addition to Kent,
as Community Retail,
and those areas described as:
6. Lot 1 of R.O. Smith's Orchard Tracts
Addition to Kent, less the easterly 75
feet thereof;
7. Lot 20 and portion of Lot 29 of R.O.
Smith's Orchard Tracts Addition to Kent;
8. Lots 1-5 of R.J. Bower's Addition; and
9. Lots 21 and 28 of R.O. Smith's Orchard
Tracts Addition to Kent,
as Office.
Section 2. The Transportation Element of the East Hill
Plan shall be amended to include a "Potential Roadway Locations"
map, attached hereto as Exhibit A and by this reference
incorporated herein.
Section 3. Policy 8 of the Public Facilities Element of
the East Hill Plan, which states:
"The areas commercially zoned should be expanded at such
time when at least 75 percent of the existing commercial
land is developed."
shall be deleted.
Section 4. The Planning Commission is directed to review
and study the area in and around the vicinity of S.E. 256th and
104th Avenue for purposes of further amending the East Hill Plan
component of the Comprehensive Plan relative to commercial
designations.
Section 5. These amendments to the Comprehensive Plan
shall be filed with the City Clerk and in the Office of the

Planning Department and be made available for public inspection
upon request.
