A RESOLUTION of the City Council
of the City of Kent, Washington, reaffirming
South 272 and South 277th Streets between Inter-
state Highway 5 and the Green River as logical
boundary between the cities of Auburn and Kent,
and opposing City of Auburn's annexation proposal.
WHEREAS, the City of Kent has since 1970 considered
South 277th Street a natural common boundary between the cities
of Kent and Auburn along the valley floor, and
WHEREAS, the Auburn City Council on September 17, 1979
by motion determined that between Interstate Highway 5 and the
Green River South 272nd and South 277th Streets should be the
common boundary between the cities of Auburn and Kent, and
WHEREAS, on the 19th of November, 1979 the Kent City
Council by motion determined that the common boundary for the
future annexations be established between Interstate Highway 5
and the Green River along South 272 and South 277th Street, and
WHEREAS, the actions of the respective city councils
were based upon sound planning practices and reflected logical
service capabilities of the respective cities, and
WHEREAS, the City of Auburn has inquired about Kent's
position and has indicated an interest in annexing an area of
unincorporated King County which lies within the area the parties
have agreed should logically be annexed to Kent, and
WHEREAS, the Kent City Council at a workshop meeting
November 9, 1981 reviewed the proposed Auburn annexation at
which meeting the Kent Planning Director reviewed with the coun-
cil various criteria which established that the proposed annexa-
tion should not be allowed, and
WHEREAS, the various criteria considered by the coun-
cil included the following:
1. Both cities have, in response to the prev-
iously agreed upon common boundary annexed
to South 277th Street.
2. City of Kent Police and Fire Departments
presently serve a large area south of the
Green River. Initial response to a fire
call would be from the City of Kent's main
fire station, located 1 l/2 miles from the
area as opposed to Auburn's nearest fire
station located 3 l/2 miles from the area.
3. City of Kent can adequately serve the area
with sewer.
4. City of Kent's Comprehensive Water Plan
anticipates service in this area by the
City of Kent.
5. The area in question is in the City of Kent's
officially adopted Sphere of Interest.
6. Maintaining the current common boundary at
this agreed upon location will result in a
11 Cleaner 11 boundary between the two cities
and make administration easier for both.
7. The area north of South 277th Street is in
the Kent postal area and the Kent School Dis-
trict, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY RESOLVE:
1. The previous determination of the City of
Kent and City of Auburn that South 272 and South 277th Streets
constitute a logical boundary between the two cities from Inter-
state Highway 5 to the Green River is hereby reaffirmed.
2. A certified copy of this Resolution shall be
forwarded to the King County Boundary Review Board for inclusion
in the record of the annexation proceeding currently before the
Boundary Review Board and involving the area east of East Valley
Highway and north of South 277th Street.
PASSED at a Regular Meeting of the Kent City Council
this 16th day of November, 1981.
