A RESOLUTION of the City of Kent,
Washington, endorsing the concept of setback
levees, including specific setback sites and
multi-purpose public benefits for the levee
project for future levee feasibility studies
by the Corps of Engineers in the City of Kent.
WHEREAS, King County and the Green River Valley cities
are local sponsors of the Green River Basin Program a comprehen-
sive surface water and drainage management program for the ba-
sin; and
WHEREAS, a major element of the basin program is the
Corps of Engineers levee feasibility studies designed to reduce
flooding problems in the lower Green River Valley; and
WHEREAS, King County, the local sponsor of the Corps
levee studies, and the Valley cities have requested the Corps
levee studies incorporate recreation and multi-purpose features
and include anaylsis of alternatives in which levees are set
back away from the river's edge; and
WHEREAS, in 1979 King County completed and transmitted
to the Corps a river recreation study called A River of Green
which identified valuable recreation opportunities, potential
setback levee areas and general diking guidelines for the pur-
pose of assisting the Corps in future levee study planning;
and
WHEREAS, the Corps has recently requested additional
assurances from King County and the Valley cities in the form
of a coordinated, official recognition of A River of Green and
the concept of setback levees so that the levee study can pro-
gress to the next level of completion; and
WHEREAS, the Green River Basin Executive Committee
which oversees the development of the basin program has, at a
regular meeting in May, 1980, adopted A River of Green as the
guide for future levee alignment and design studies by the
Corps of Engineers and recommended that King County and the
City of Kent take action to officially recognize the setback
levee sites identified in A River of Green in their jurisdic-
tion; and
WHEREAS, five of the eight identified setback sites
are in Kent, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY RESOLVE:
Section 1. Kent as a local sponsor of the Corps of
Engineers levee feasibility studies in the lower Green River
Valley, endorses the concepts of setback levees as indicated
in the River of Green document and multi-purpose public benefits
for the levee project and requests that the Corps of Engineers
levee planning recognize those objectives in future feasibility
studies.
Section 2. Kent recognizes the following sites in the
city identified in A River of Green as having the greatest po-
tential to be incorporated into setback dike alignments and re-
quests the Corps of Engineers include analysis of these areas
in future feasibility studies of setback levee alternatives.

b) Good News Bay
c) Nursery Bend
d) Russell Road
e) Brisco Meander
