A RESOLUTION of the City Council of the
City of Kent, Washington, declarinf, its intention to order
the construction of the South 272" /277fu Street Corridor
improvements project and to create a local improvement
district to assess the cost and expense of carrying out
those improvements against the properties specially
benefited thereby; and notifying all persons who desire to
object to the improvements to appear and present their
objections at a hearing before the City Council Public
Works Committee to be held on December 13, 1999.
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION I. It is the intention of the City Council of the City of Kent,
Washington, to order the improvement of the properties within the area described in
Exhibit A, attached hereto and by this reference made a part hereof (including the
individual descriptions on file with the City Clerk), by the construction of the South
272"d/277fu Street Corridor improvements project, as more fully described in Exhibit B,
attached hereto and by this reference made a part hereo£
All of the foregoing improvements shall be in accordance with the plans
and specifications therefor prepared by the Director of Public Works of the City and may

be modified by the City as long as that modification does not affect the purpose of the
improvements.
SECTION 2. The total estimated cost and expense of the improvements
is declared to be $30,000,000.00, and approximately $22,500,000.00 of that cost and
expense shall be paid by the City and the balance thereof (approximately $7,500,000.00)
shall be borne by and assessed against the property specially benefited by the
improvements to be included in a local improvement district to be established embracing
as nearly as practicable all the property specially benefited by the improvements. Actual
assessments may vary from estimated assessments as long as they do not exceed a figure
equal to the increased true and fair value the improvements add to the property.
SECTION 3. The City Clerk is authorized and directed to give notice of
the adoption of this resolution and of the date, time and place fixed for the public hearing
to each owner or reputed owner of any lot, tract, parcel of land or other property within
the proposed local improvement district by mailing such notice at least 15 days before
the date fixed for public hearing to the owner or reputed owner of the property as shown
on the rolls of the King County Assessor at the address shown thereon, as required by
law.
This resolution also shall be published in at least two consecutive issues
of the official newspaper of the City, the date of the first publication to be at least 15 days
prior to the date fixed for the public hearing.
SECTION 4.. All persons who may desire to comment in support of or
object to the improvements are notified to appear and present those comments or
objections at a hearing before the City Council Public Works Committee to be held in the
Council Chambers in the City Hall in Kent, Washington, at 7:00p.m. on December 13,

1999, which time and place are fixed for hearing all matters relating to the improvements
and all comments thereon or objections thereto and for determining the method of
payment for the improvements. All persons who may desire to comment thereon or
object thereto should appear and present their comments or objections at that hearing.
Any person who may desire to file a written protest with the City Council may do so
within 30 days after the date of passage of the ordinance ordering the improvements in
the event the local improvement district is formed. The written protest should be signed
by the property owner and should include the legal description of the property for which
the protest is filed and that protest should be delivered to the City Clerk.
SECTION 5. The City's Director of Public Works is directed to submit
to the City Council on or prior to December 13, 1999, all data and information required
by law to be submitted.

Auburn Way to Kent-Kangley Road
Specific designated 11,roperties within an area generally bounded by the Green River on
the west, South 240 Street/James Street on the north, and existing City limits on the
east and south. A complete description of each of the designated properties is on file
with the City Clerk and is incorporated by this reference.

Auburn Way to Kent-Kangley Road
The project consists of a new five lane arterial which extends from Auburn Way North
(East Valley Highway) eastward up the hill to Kent Kangley Road at ll61h Avenue.
The project consists of a new bridge crossing over the Green River and a 108 1h Avenue
S.E. bridge overpass. The five lanes of the project include three climbing lanes on the
hillside portion and two descending lanes. Once the arterial reaches the plateau, the
roadway shifts to two lanes in each direction plus a two way left tum lane in the
center. The project includes street lights along the majority of the project as well as
sidewalks on both sides of the arterial, and a bike path from 1 08th Avenue to the
Green River Road area. The bike path will follow a separate route up the hill and will
have a separate bridge that has already been constructed. The project also provides a
connection to 108 1h Avenue SE via two of£1on ramps at the 108'h Avenue bridge
overpass. The work includes a new storm drainage system and landscaping.
