HomeMy WebLinkAboutCity Council Meeting - Council Workshop - Minutes - 06/04/2002 COUNCIL WORKSHOP MINUTES June 4, 2002 COUNCIL MEMBERS: President Tim Clark, Connie Epperly, Leona Orr, Julie Peterson, Bruce White, Judy Woods, Rico Yingling The workshop began at 5:03 PM. Update on Cable TV& Council Chamber Changes Multi Media Manager Dea Drake gave the Council an update of changes related to the council chamber improvements incorporating a new podium, wall screen, and seating arrangements for the Council. The podium would have a microphone, Power Point, overhead, and VCR for presentations. As part of the council chamber remodel, staff has been looking at a push button notifying system so that when a councihnember wants to speak at a council meeting,they can push the button to say they want to talk. City Tour Chief Administrative Officer Mike Martin said he would come back later and propose a date for September. The tour would follow an itinerary, and if there were places the Council specifically • wanted to visit, they should let him know. LID 353—Revised Timeline Public Works Director Don Wickstrom said the City was about to form LID 353 for the 228`h Corridor. There are 2,600 parcels of property involved and the first step is to meet with the property owners and let them know about the project, the cost, and what their assessments would be. Tim LaPorte, Design Engineering Manager, said that the 228`h Corridor was the last of the three east/west corridors and would connect to SR 509. The EIS has been completed and things are now moving into the design and permitting stage. Mr. LaPorte introduced staff who were working on the project, Chad Bieren,Project Engineer, showed aerial pictures and slides of the proposed corridor project. The total project cost is $28 million and the LID is around$14 million. He further explained where the funding would come from and other pertinent financial information. Councilmember Tim Clark said this issue would be taken to the Public Works Committee meeting in July or August and then the council would have the resolution passed setting the LID hearing in front of the council for August or September. The City was selected for a$12 million grant for the grade separation project at the railroad crossing based on the fact that the City had secured, or was about to secure, LID financing. That money was not included in the $28 million cost. r Council Workshop, 6/4/02 2 Upcoming Big Traffic Proiects Steve Mullen, Transportation Engineering Manager, said that there were four major projects in the City that would be influencing or affecting traffic flows: • 132"d Avenue near 248`"—building a signal and widening the road in conjunction with the East Hill Youth Sports Facility. • 132"d Avenue and Kent Kangley Road—adding a southbound right turn lane and modifying the signal. Lane restriction only. • Raising West Valley Highway—a 90 day project to build the roadway above flood level between WSDOT/South 262"d Street and South 277`" Street. This would involve a total road closure. • Kent-Meridian High School sidewalk improvement— shifting the road over a few feet, lane restriction—taking away the left turn lane, using signage to tell patrons how to get to the pool. • Pacific Highway South— installation of sewer lines in advance of the roadway widening; periodic lane closures. The workshop adjourned at 6:10 PM.
