March 2, 1999
COMMITTEE MEMBERS PRESENT: Chair Leona Orr, Tim Clark, Judy Woods, Rico Yingling,
Connie Epperly, Sandy Amodt, Tom Brotherton
The meeting was called to order by Chair Leona Orr at 5:00 PM.
Approval of Minutes
Judy Woods moved to approve the minutes of February 2, 1999. The motion was seconded by Tim
Clark and passed 7-0.
Tacoma Total Quality Program
Director of Operations Brent McFall introduced Randy Steves, Total Quality Intern, to present the
Tacoma Total Quality Program. Mr. Steves said that Tacoma City Manager Ray Corpus created the
Quality Support Team in 1993 to implement quality initiatives. Directors and top management were
trained and the Quality Council was created to initiate the Total Quality Education Program. Four
• strategic areas were identified: Public Safety, Neighborhood Enhancement/Community Involvement,
Economic and Business Development, and Government Performance. The total quality approach
was customer focused and cross-functional through the different departments, included employee
involvement, and was a structured process for improvement. A consultant was hired to do training in
the process management area and also in structured problem solving.
Condominium Zoning
City Attorney Roger Lubovich said there had been a couple of requests in the annual comp plan
process which prompted the discussion on Condominium Zoning. The big issues were apartment
complexes,rezoning from other zones, and high and low density building development.
Planning Manager Fred Satterstrom reviewed the existing zoning policy for multi family
development, and then introduced options for condominium development in Kent. The four
alternatives presented were Contract Rezoning,PUD Ordinance, Townhouse Zoning Districts, and
Overlay Incentive Zoning.
Legislative Update and Regional Issues
It was decided to move the Legislative Update and Regional Issues items to that night's Council
meeting.
The meeting adjourned at 6:08 PM.
