The meeting was called to order by Chair Leona Orr.
CDBG Entitlement Status
Planning Director Jim Harris, Housing and Human Services Manager Katherin Johnson, and Planner
Carolyn Sundvall presented information about the City of Kent's CDBG entitlement status:
Qualification for Entitlement, Rationale for Seeking Entitlement, and the Work Plan. The
qualifications for entitlement included having a population of over 50,000, an invitation from HUD, a
consolidated plan, and nine certifications. Rationale included having local control and future funding
options through HUD. Key issues were HUD census data, an Interlocal agreement with King County
for 2000-2003, and development of a one-year joint agreement to replace the Interlocal agreement.
. Multi-Department Permit Process Report
Director of Operations Brent McFall, Employee Services Director Sue Viseth, and Planning
Department Director Jim Harris presented the Multi-Department Permit Process Report. Sue Viseth
said that the Zucker System was selected to develop the program, which is built on inter-related
records, observations, and interviews. The Council and key staff were interviewed and employee
questionnaires were utilized in the final report completed in March. There were 132
recommendations. Key recommendations included appointing a Permit Coordinator, reorganizing
Public Works to create a private development division, setting timelines for all permitting functions
and significantly shortening current timelines, reviewing staffing levels, and providing an integrated
co-located permit system.
Legislative Update
Government Affairs Manager Dena Laurent said key issues for the session included allocation of
Referendum 49 transportation funds, salmon recovery plans, education, and the passage of the
biennial budget.
Regional Issues
Brent McFall said four options for Emergency Medical Services would be presented to the King
County Council. The Council will review the options and make a decision. Mr. McFall speculated
that the recommendation would be similar if not identical to what was currently in place.
