The meeting was called to order at 5:32 PM.
2000 Legislative Agenda
Government Affairs Manager Dena Laurent introduced Doug Levy, Legislative Consultant, hired by
the City on a 15 month contract to help in a proactive way on legislative issues important to the City.
Ms. Laurent highlighted the issues of Community Revitalization Money, using sales tax to finance
improvements over time; Property Tax Exemptions for Multi Family Housing, available already to
cities over 100,000; Initiative 695, changes to funding streams in Olympia; Transportation
Improvements Funding/Blue Ribbon Transportation Commission; Buildable Lands Legislation, and
Low-Income and Affordable Housing; Preemption of Local Zoning Authority for Manufactured
Housing; Water Rights; Endangered Species Act; and Infrastructure Funding and
Telecommunications.
Other issues discussed were the Welfare Reform and Domestic Violence Programs, Legal Issues of
Pre-Trial and Post-Trial Supervision of Misdemeanor Offenders, Annexation Zoning and Notification
of Public Hearings; and the Olympic Pipeline Issue.
The meeting adjourned at 6:38 PM.
