The meeting was called to order by Chair Leona Orr at 5:03 PM.
Ten Year Financial Forecast
Director of Operations Brent McFall and Finance Director May Miller presented the Ten Year
Financial Forecast. The forecast assumes that the budget reflects a reasonable estimate of
normal economic activity and avoids wide variations of future forecast updates that might occur
if they were based on short term estimated actuals. Actual variation of trends from the norm may
occur at any time in both revenues and expenditures,but the cycles of economic growth and
stagnation tend to even out trends over time. Three variations of trends were presented with
changes or clarifying differences. (Please see packet materials for more detailed information.)
Intergovernmental Update
Government Affairs Manager Dena Laurent and Legislative Consultant Doug Levy gave an
update on legislative issues. Mr. Levy said the legislature was finished with all its business
except for two major things: its operating transportation budgets. He said that,by law, the
. legislature didn't have to adopt supplemental budgets and could go home and not do anything
with the $1 million plus fund, and I-695 and the way that impacted state department
transportation local governments. They are hoping that by Saturday when the session ends to
take some actions. Some changes are being considered to the LEOFF I and H pension funds, and
other topics are I-695 General Fund backfill; Domestic Violence Awareness/Training; Welfare to
Work funds and Skills Gap Training; Shorelines; Sound Transit; and Transit Bridge funding.
The meeting adjourned at 6:22 PM.
