HomeMy WebLinkAboutCity Council Meeting - Council Workshop - Minutes - 05/20/2003 COUNCIL WORKSHOP MINUTES MAY 209 2003 COUNCIL MEMBERS PRESENT: Council President Judy Woods, Tim Clark, Connie Epperly, Leona Orr, Julie Peterson, Bruce White, Rico Yingling STAFF PRESENT: Dena Laurent„ Mike Martin, John Hodgson, May Miller, Jackie Bicknell PUBLIC PRESENT: Debbie Raplee The workshop was called to order at 5:00 P.M. by Council President Judy Woods. 2002 Performance Measures Report Assistant Chief Administrative Officer Dena Laurent gave an overhead presentation consisting of information from the 2002 Performance Measures Report booklet. (Please refer to materials included with agenda for detailed information.) Ms. Laurent looked at the data in terms of the City's Strategic Plan Measures, including comparative data from other cities as a result of the City's participation in the International City/County Managers Association Center for Performance Measurement. The error ratio of the Citizen Survey is plus or minus 5%. • Vibrant Downtown: Measures in the annual Citizen Survey of how many people have come downtown more than once or twice per month. This showed an increase in downtown businesses. • Safe Community: The percentage of citizens who feel safe in Kent, overall, is greater than 90%. The City has a four minute average response time for all priority one calls to police, and . performance is slightly better than the median and mean figures for fire emergency calls within a travel time of five minutes or less. • Effective Transportation System: The paver rating is up. The condition of the roads has been tracking slightly down over the last four years but remains very high when looking at people's fiustration with traffic. Citizens continue to perceive the City's road system as good to excellent 90%of the time. • Strong Local Economy: Looks at the annual percent change in sales and use tax revenue year- to-year. Over the past four years there has been a slight increase in dependence on the property tax and generally flat tracking in sales and utility tax. • Valued Government Services: Courtesy of City employees was rated between 80%-90% as favorable. Councilmember Rico Yingling inquired when the department level performance measures would be published in the annual reports and used in department monthly reports. Chief Administrative Officer Mike Martin said that those done on a regular basis were in the department budget sections, but weren't monthly reports. He said the departments that collect performance measures could include those measures in their annual report. The workshop adjourned at 5:30 PM.
