July 18, 2000
COMMITTEE MEMBERS PRESENT: Chair Leona Orr, Rico Yingling,Judy Woods, Tim
Clark, Connie Epperly, Sandy Amodt, Tom Brotherton
The meeting was called to order by Chair Leona Orr at 5:34 PM.
Transportation/Transit Issues
Legislative Consultant Doug Levy presented the"Realities"of the transportation issue: the
legislature has made efforts in the wake of Initiative 695,but there's still a significant gap; the
City's transportation needs are immense—particularly on state facilities running through Kent
and its major arterials; Kent's yearly share of revenues from the Gas Tax is flat and, in some
cases, has declined. Mr. Levy said that more cities now earn a share of the gas tax money and
the gas tax rate has not been increased since 1990. There is also better fuel efficiency now with
less gallons of gas purchased, and the cost of inflation has not been taken into account with the
gas tax.
Currently, the legislature has created the Freight Mobility Strategic Investment Board to lend
direct oversight, momentum, and money to better move rail and truck freight, and has 33 existing
projects which need ongoing funds. The Transportation Commission is prepared to recommend
a series of strategic corridors in which to concentrate investment, including I-5 and SR-167. The
Blue Ribbon Commission on Transportation was also created by the legislature to look into the
transportation issue. That Commission adopted a series of 73 "findings" and finalized them in
public hearings in January 2000.
The meeting adjourned at 6:43 PM.
