The meeting was called to order by Chair Leona Orr at 5:30 PM.
Draft 2001 Legislative Agenda
Assistant Chief Administrative Officer Dena Laurent and Legislative Consultant Doug Levy
presented the draft 2001 legislative agenda reflecting the concerns of City staff, the Council and
the Mayor's Office, with input from neighboring cities and the AWC. The legislative agenda is
the advocacy workplan for the 2001 legislative session and details the high priority issues to
discuss with the legislators that represent Kent. Items discussed were Economic Development
Tools; Finance—Prevent Unfunded Mandates/Local Revenue Preservation, Infrastructure
Financing; Parks and Recreation; Public Safety- Recriminalizing Alcohol Violations,Technical
Fixes to DWI Legislation, Immunity Protection; Public Works—Alternative Contracting for
Cities over 50,000, Supplemental Funding for PW Trust Funds; Transportation—Transit Service
Options for Municipalities; and Water.
Citizens Survey Final Report—2000
Dena Laurent went over the findings from the second annual Citizen Survey Report which was
conducted by Hebert Research. The survey asked Kent citizens to evaluate City services. It is a
key part of the City's performance measure program and allows the tracking of performance over
time. Ms. Laurent said there was a slight downtracking(5%) in the quality of life category, but
that this year's report was nearly identical to last year's.
