Council Members Present: Albertson, Harmon, Higgins, Perry, Raplee, Thomas
Council Member Ranniger arrived at 5:53 p.m.
The meeting was called to order at 5:42 p.m, by Council President Perry
Intergovernmental Issues. Michelle Wilmot updated Council members on
County and State redistricting issues and discussion was held on the Council's
preferences. Wilmot urged Council members to contact state legislators about
budget issues relating to the city. (Council member Ranniger arrived at this
point.) Perry expressed her desire to formalize a Federal legislative agenda, and
Council members reported on their attendance at regional meetings.
Animal Control Update. CAO Hodgson explained the background of the animal
control issue and noted that because of escalating costs, various alternatives are
being looked into. Parks & Community Services Director Watling distributed and
explained an estimated payment calculation and noted that Kent's costs are much
higher than other cities because the shelter is located in Kent. Alternatives were
discussed and Watling said he will report back to Council during the first quarter of
2012.

Perry encouraged her colleagues to review Envision Midway, and reminded them
of the budget workshop on November 17.
