Kent City Council Workshop
October 23, 2012
Council members Present: Albertson (who arrived at 5.45), Higgins (by
conference call), Perry, Ralph, Ranniger and Thomas
The special meeting was called to order at 5:30 p.m. by Council member
Ranniger.
Span of Control. Police Chief Thomas gave an overview of his department
and reported on crime statistics. He responded to questions from Council
members during a lengthy discussion of Police issues.
Response to Requests for Additional Information. Staff members pro-
vided additional information in response to Council's previous requests.
B & O Tax Follow Up. City Attorney Brubaker distributed a list of proposed
technical adjustments to the B & O Tax ordinances. Some Council members
expressed concern about the $80 filing fee and more information was requested.
Discussion was held on the quarterly exemption, square footage threshold, and
structure of the ordinances.
Proposed Budget Revenues and Expenses. Barbara Lopez provided a
handout containing information on the General Fund without the B & O tax and
without the B & O tax and cable utility tax, and the Capital Improvement Fund
without the B & O tax. Hodgson explained each document, and discussion
followed.
Cable Utility Tax. Hodgson encouraged Council members to be prepared to
make a decision as to whether or not to adopt a cable utility tax.
Next Steps. It was noted that BERK Consulting will make a presentation on
the Efficiency Study at the workshop on October 30
The meeting adjourned at 8:00 p.m.
