A A meeting of the Firemen's Pension Board was called to order by Mayor Hogan
at 9: 15 atm. Present : Board members: Mayor- Hogan„ Lt . Opel , City Clerk
Jensen, and Councilman McCaughan of the City', Finance Coranitiee, who attended
in place of Finance Committees Chairman, Councilman Gary Just, Board member
Orndorff was abnont. Also present : City Administrator Joe Street and Finance
Director Gerry Winkle,
" The purpose of the meeting was determined to be to discuss a letter received
from Deputy Fire Chief Dale Freelove requesting that the Board approve expen-
diture of Firemen's Pension Funds for each fireman in the amount of approxi--
rnately $63 per roan to cover costs of stress EKG evaluations. at Valley General
Hospital . FroN ove's letter stated in part, . . "With the proposed vertical
safety ;standards presently being established through the Department of Labor
& Industries a physical fitness program will be required and operational by
all paid fire departments, statewide"" The letter further noted that Dr�
Kale of the Keni Medical Center, who has been performing the annual physicals-
for the firemen, had recommended that such a stress EKG evaluation was necessary
before requiring the firemen to participate In a physical fitness program.
Jensen read a report from the Treasurer noting_ that as of 'June 30, 1975, the
Fund had $4, 190.44 in cash and $217,721 . 21 in investments:`
Joe Street noted that the recent Milkman & Robertson report had indicated
that the liabilities of the fund are in excess of the amount in the fund, He
noted that the medical insurance premiums and the cost for the annual physicals
for the firemen were now paid from the Firemen's Pension Fund, and that the,
interest on the money no ionger was sufficient to cover tl7c:,c costs, ;o some
of the principi€a was now being utilized for this purpose. He noted that in
1976 it would be necessary for the Fire Department to have a budgeted iiem to
cover 'ihe%e costs. He pointed out that although only 17 of the Kent firemen
were covered under this Firemen's Pension Fund, we had been paying medical
insurance and the cost of physicals for the entire department from theme funds,
and while this might give some cause for criticism, it had been handled in
this manner instead of transferring funds back and forth. Funds to be used
for these purposes in 1976 would be budgeted in the Current Expense Fund„ he
noted.
It was pointed out that sties, EKG evaluations were not a part of the entrance
physicals for new firemen. McCaughan moved that a letter be sent to the Civil
Service Cornmission, requesting that stress EKG evaluations be included in the
physicals for new firemen. Opal seconded, motion passed.
Opel moved that use of Firemen`s Pension Fund be authiorized for 1975 for cover-
ing the costs of stress EKG evaluations for each of the firemen at approximately
$0 each. McCaughan seconded, motion carried.
Upon the recommendation of Winkle, McCaughan moved that a report be forwarded
to the Civil .Service Commission describing the entire: scope of the proposed
physical fitness program, follow up procedures of the stress tent , necessity
of retesting, actions to be taken as a result of the outcome of the examinations,
etc. The motion was seconded by Mayor Hogan and carr i Fed, I ! was dyi er mI ad

It was also determiner) that a report of the results, of the teste should be
filed with fine Firemen's Pension Board„ with recommendations from the Fir(-,,,
there was no further business to come before the Boord, and the meeting was
adjourned at 9:40 a.m.
