FIREMEN'S RELIEF AND PENSION BOARD
MINUTES
OCTOBER 16, 1985
The Firemen' s Relief and Pension Board met on October 16, 1985 at 9 a.m.
Present: Board members - Chief Berg, Assistant Fire Marshal Higgins, and City
Clerk Marie Jensen.
Board member Councilman Tim Leahy, having received the attached notice, gave
his telephone approval of the expenditures as shown.
Jensen explained that the amounts paid to Don Bridge and James Small were
increased in April in accordance with LEOFF r p ocedure. Notice of change in
Sells' LEOFF pension amount was recently received and the Firemen' s Relief and
Pension Fund is responsible for paying $126.47 each month directly to Sells
effective September 1 , 1985.
Higgins moved and Berg seconded to approve the following expenditures 4 from the
Firemen's Relief and Pension Fund:
Don Bridge $84.70 per month effective April 1985 i
James Small $35. 56 per month effective April 1985
Albert Sells $126.47 per month effective September 1985
The motion carried and the meeting was then adjourned.

SUBJECT: Change in LEOFF Status - Sells
DATE: November 1 , 1985
On October 2 , 1985, LEOFF notified the Board of a reduction in their
monthly payment to Albert Sells. This made it necessary for the
F R & P Fund to authorize payments of $126. 47 per month to Sells,
effective September, 1985.
On October 16, 1985 the F R & P Board met to take action to
approve certain expenditures, including those for Albert Sells .
On October 31, 1985, LEOFF notified the Board that another change
had occurred, also effective in September, which increased his
monthly benefit back to what it had been in August. In short, the
monthly payments to Sells approved by the Board on October 16 are
no longer valid and will not be paid. I was able to cancel the
paperwork before any payment was made.

The FR&P Board will meet in the Council Chambers on Monday,
March 10, 1986 at 5:00 p.m, for the following purposes:
1. Transfer authorization to buy, sell and invest funds from
Margaret Drotz two Tony McCarthy.
2. Authorize an actuarial study. (Such a study is required every
five years.)

March 10, 1986
A meeting of the Firemen's Relief and Pension Board was called to order at
5:10 P.M.
Present: Board Members: Mayor Kelleher
Battalion Chief Don Fronsdahl
Firefighter Bob See
City Clerk Marie Jensen
Also Present: Finance Director Tony McCarthy
Bonnie Fell
A packet of information was distributed containing financial statements of the
Firemen' s Relief and Pension Fund as of December 31 , 1985. McCarthy briefly
described the financial statement and the analysis of the portfolio as well as
the recommendations made by Foster and Marshall Division/Shearson Lehman
Brothers Inc.
The purpose of the meeting is to transfer the authority to administer the
funds from Margaret Drotz to Tony McCarthy. Mayor Kelleher so moved. Jensen
seconded, and the motion 'carried unanimously.
It was noted that an actuarial study of the fund is required every five
years. Milliman 'and Robertson are experts in this field and have conducted
such studies for this board in the past. Fronsdahl moved to authorize the
firm of Milliman and Robertson to conduct the study. See seconded, and the
motion carried. The meeting was adjourned at 5:35 p.m.
