Houser nominated Berg to chair the meeting in the absence of Mayor
Kelleher. Tilley seconded and the motion carried.
APPROVAL OF MINUTES
Tilley moved to approve the minutes of August 3 , 1993 . Houser
seconded and the motion carried.
REPORT ON HOW OTHER CITIES HANDLE BOARD BUSINESS
Berg noted that he and Haenel will discuss bylaws and make a report
at the next meeting.
REPORT ON REVISED RETIREMENT PAYMENT CALCULATIONS
Miller noted that benefits for sixteen people have been analyzed
and that some duty disability retirees are due an additional
payment, as follows:

She noted that calculations for Mr. Simms had not been converted
correctly since 1989, that Orndorff had changed from a service
retirement to a disability retirement, that a minor amount is due
the City from Mr. See, and that a surviving spouse, Celestine

Bridge, has received an overpayment of $12, 821. 48 due to incorrect
calculations. Hoopes noted for Tilley that there were never any
years where Mrs. Bridge received less than a 2% cost of living
raise. She noted that Mrs. Bridge' s payments were just reduced to
approximately half of what they were before. Tilley pointed out
that the statute says the city can only go back three years if they
want to recover the overpayment. Hoopes clarified that the amount
of the overpayment for the last three years is $11, 867 . 54 . Haenel
said that it is possible to work out ways to recover the funds, if
that is what the Board wants to do. McCarthy noted that the Board
could approve the correct payments and work out a plan for repay-
ment of the excess funds. Houser spoke against asking Mrs. Bridge
to repay the money. Tilley also said he is not in favor of trying
to collect the overpayment, since it was an oversight on the part
of the city. He moved to direct the attorney to investigate
whether overpayments can be forgiven and report back at the next
meeting. Houser seconded. Hoopes noted for Houser that
Mrs. Bridge was notified of the overpayment by letter with this
month' s check. Berg agreed to talk to Mrs. Bridge's son and ask
him to explain the issue to her. He offered an amendment to the
motion to include the phrase "when a death occurs" . Tilley and
Houser agreed. The motion to have the attorney investigate options
for forgiving overpayments when a death occurs then carried.
Tilley suggested that any letters sent out regarding payments go
through the Board. Berg noted that in Mrs. Bridge's case, a letter
was included to explain the reason the payment was smaller than
usual. Hoopes explained for Tilley that Orndorff went out on
service retirement and was paid six full months of back pay when he
changed his retirement. She noted that Bob See' s discrepancy is
because the calculations were done in April rather than in July,
and that the amount of interest due goes back to 1990. McCarthy
and Miller commented that the interest seems high and Hoopes agreed
to check on it.
HOUSER MOVED to approve payment of the funds due, to work on the
three who owe the City money at a later date, and to make
corrections beginning with the next check. Tilley seconded and the
motion carried.
Upon Miller's question, Berg stated that he will work with others
to make up a letter to go out with the adjustment payments. He
thanked Ms. Hoopes for her efforts.
OTHER BUSINESS
Berg announced that Glenn Webster has recently passed away and that
a $500 . 00 death benefit is due the surviving spouse. HOUSER MOVED
to make that payment. Tilley seconded. It was clarified that the
check must be made out in Mrs. Webster ' s name. Berg explained that
LEOFF will continue paying her, but that they do not have a death
benefit. The motion carried.

Tilley suggested including a letter with the check and Haenel
agreed to prepare the letter. Miller noted that when Hoopes
receives the letter and the death certificate, she will issue a
check.
NEXT MEETING
It was determined that the next meeting will be held on November 2
at 5: 30 p.m.
ADJOURNMENT
At 5: 50 p.m. , TILLEY MOVED to adjourn the meeting. Houser seconded
and the motion carried.
