PRESENT: Boardmembers White, Johnson, Berg, Tilley and Jacober, Gene Grenstad, City
Attorney Lubovich, Finance Division Manager Miller.
Approval to Record Board Meetings.
Berg moved to give the City Clerk authority to audio tape Board meetings. Tilley seconded and
the motion carried.
Approval of Minutes.
Berg moved to approve the minutes of the meeting of January 18, 1994 as printed. Tilley
seconded and the motion carried.
Approval of Financial Transactions.
Miller distributed a summary of revenues and expenditures for 1992 and 1993, and the budget
for 1994, and explained the figures. She also distributed a sheet showing investments and
interest earned. She noted that both revenues and expenditures are up. It was clarified that fire
insurance premium tax and interest income provide funds and that if additional monies are
needed, the Council can be petitioned to impose taxes to bring the fund to a solvent stage. It
was also noted that this fund benefits persons employed prior to LEOFF 1. Tilley moved to
accept the financial report and transactions. Berg seconded and the motion carried.
Miller pointed out that she has not heard from Darrel Orndorff regarding collection of his
overpayment and that consequently 50% of the amount to be paid him has been applied to the
money owed.
Future Meeting Time.
After discussion, it was determined that this Board will meet at 5:00 p.m. on the first Tuesday
of each month, beginning March 1, 1994.
Line of Duty Disability Benefits.
Gary Tilley distributed copies of his letter regarding reporting of Line of Duty Disability
Benefits. He explained that the City has apparently been reporting to the IRS the excess of
benefits for those members who retired with In Line of Duty disabilities. He said that it has
been determined that this is not something that needs to be reported, and that it causes the retiree
to report it on his income tax in one place and take it off in another section of the 1040. He
added that this costs the City in time and effort and moved that the Payroll Department be
notified to cease this practice. Lubovich noted that the opinion supplied with Tilley's letter is
22 years old, and that he would like to research this further. It was agreed to hold this item
over to the March 1st meeting. Miller stated that she will also provide information at that time.

Retroactive Pay.
Berg noted that John Henkel has requested information on payments made between 1984 and
1989. He noted that the City only went back three years, per the former Assistant City
Attorney, and suggested that further research be done and a report be made at the next meeting.
Lubovich agreed to research the issue. Tilley stated that the statute of limitations does not
pertain to this particular type of issue.
The meeting adjourned at 5:25 p.m.
