HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 11/16/2015 Public Works Committee Minutes November 16, 2015 Item 1 — Call to Order: The meeting was called to order at 4:02 p.m. by Committee Chair, Dennis Higgins. Item 2 — Roll Call: Committee Chair, Dennis Higgins and Committee members Dana Ralph and Brenda Fincher were present. Item 3 — Chances to the Agenda: There were two Information Only items added to the agenda. 1. Information Only/Update on 2281h Street UPRR Funding & Puget Sound Regional Council (PSRC) work. 2. Information Only/Brief update on Levee Status. Item 4 — Approval of Meeting Minutes Dated November 2, 2015: Committee member Fincher MOVED to approve the minutes of November 2, 2015. The motion was SECONDED by Committee member Ralph and PASSED 3 - 0. Item 5 —2016 Information Only/Solid Waste Contract Negotiations — Republic Services: Kelly Peterson, AICP, Special Projects/Transportation Manager noted that the existing solid waste collection contract with Republic Services went into effect on April 1, 2011; it's a 7-year contract that includes two, 2-year extensions to be exercised at the sole discretion of the Council. During contract negotiations, a number of alternatives were considered by a Citizen's Solid Waste Advisory Committee including commercial embedded recycling, which ultimately was not included. Republic Services recently requested an amendment to consider embedded commercial recycling. Peterson has been negotiating with Republic Services and outlined the three options for the committee. After much discussion it was decided that Committee Chair, Higgins would speak with each councilmember regarding the options set before the committee. Staff will come back to the Public Works Committee on December 7, with options 2 and 3 for the Committee to consider. Information Only/No Motion Required Item 6 — Information Only/Use of Cement Concrete on Kent Streets: Joe Araucto, P.E., Pavement Management Engineer noted the purpose of his presentation was to show cement concrete pavement as a viable alternative on the City's streets in commercial and industrial areas. Araucto touched on the following areas: • Factors affecting pavement performance • Vehicle load comparisons of trucks vs. cars • Truck loads on Cement vs. Asphalt • Concrete intersections • Pros &Cons of Concrete Pavement • Pros &Cons of Asphalt • Photos showing asphalt and concrete defects 1 Public Works Committee Minutes November 16, 2015 • Recent projects and their locations that neighboring cities have completed, transitioning to concrete. • Where concrete pavement could be used Araucto stated that staff is researching whether a concrete streets policy should be adopted by resolution or ordinance. Committee members said they would like to see a policy recommendation from staff regarding how and where to implement the usage of concrete roads on city streets. Information Only/No Motion Required Item 7 — Information Only/Jenkins Creek Interlocal Agreement with the City of Covington: Design Engineering Manager, Mark Howlett updated the Committee on the status of the State Route 516/Jenkins Creek Project in the City of Covington. This project will involve the widening of State Route 516 and the construction of a new bridge over Jenkins Creek. The existing bridge has two City of Kent water transmission mains that must be relocated. All of this work will be at expense of the City's water utility and is scheduled to occur in 2017. Currently Kent and Covington staff are working on an interlocal agreement to spell out the terms and conditions of how the design and construction of this project will be performed. This agreement will come to the Committee sometime in January. INFORMATION ONLY/NO MOTION REQUIRED Additional Item 8 - Information Only/Update on 228th Street UPRR Funding & Puget Sound Regional Council (PSRC) Work: Chad Bieren, City Engineer and Mark Howlett, Design Engineering Manager updated the Committee on the status of the S. 2281h Street Union Pacific Railroad Grade Separation project. The City was successful in the recent state budget in securing the final $15 million needed to complete this project's funding package. Part of this funding package was $3 million in the construction phase from the Puget Sound Regional Council (PSRC). In order to meet the requirement of the grant, this $3 million must be obligated by December 31", which is impossible if the money remains in the construction phase. The City requested that the PSRC move this money from construction phase to the right-of-way phase. This request was presented to the PSRC Chair's Subcommittee which recommended not approving the transfer of the funds. However, the Transportation Policy Board of the PSRC recommended to approve the transfer of the funds and has forwarded this recommendation to the Executive Board which meets on December 3r'. Staff will provide an update to the committee at a future meeting. INFORMATION ONLY/NO MOTION REQUIRED Additional Item 9 - Information Only/Brief Levee Status Update: Chad Bieren, City Engineer noted that levee work is on hold for the winter at most locations. Some highlights of recent levee work included: • Construction of a setback Levee adjacent to the Bridgewater IV and Regatta development. Mactutis noted that the levees are doing their job protecting the communities as designed. • Tukwila / Desimone Reach 1 - The City and Corps of Engineers have completed their projects. 2 Public Works Committee Minutes November 16, 2015 • Briscoe Reach 2 - Plantings replaced • Briscoe Reach 3 - Plantings replaced • Briscoe Reach 4 - Concrete pours need to be done. The contractor took measures to work on some of the wall pour during inclement weather.
