Kent City Council Workshop Minutes
February 17, 2015
The workshop meeting was called to order at 5:09 p.m. by Council President Ralph.
Councilmembers present: Ralph, Berrios, Boyce, Fincher, and Thomas.
Councilmembers Higgins and Ranniger were excused.
Council President Ralph communicated the topics of the workshop meeting.
Puget Sound Emergency Radio Network (PSERN). - Marlin Blizinsky and David
Mendel, King County provided handouts for the Council. Blizinsky highlighted the
project scope and noted that it has nothing to do with the King County Public Safety
Answering Point (PSAP) Consolidation effort. However, the project plan for PSERN and
budget are built on the assumption that there will be the same number of PSAPs and
dispatch consoles that there are today, he said. However, the contract does allow for
modifications if there are more or less consoles. He noted that the current system was
substantially completed in 1997 and there are 254 user agencies with four sub-
systems containing approximately 16,200 radios over 26 sites. Currently, the system
is a Motorola Land Mobile Radio System which is aging and the vendor is stopping all
sales of spare parts and all repairs of used parts by January 1, 2019. Additionally, the
current system doesn't cover all areas in which people live, work, or play or where
responders may respond. Furthermore, the capacity of this system is strained during
major events. Prior to proposing PSERN there were 27 meetings which were attended
by over 150 users and system managers, to include meetings with police and fire
chiefs. He noted that there is a policy steering committee established also. Blizinsky
highlighted the proposed solution to the current emergency radio network and stated
that there will be an objective, measureable requirement-based RFP which will include
testing of any proposed system. He added that there will be separate scoring of
substantive proposals and costs. The system itself, he said, will be a new 800 MHz
P25 Phase 2 land mobile radio system with connections to regional systems. In order
to pay for this system, he stated that the King County Executive has proposed a nine
year levy lid lift of $.07 per $1,000 assessed value to fund. This, he stated, means the
system is budgeted at $246 million without financing and an additional $27 million in
financing would make the total cost of the system $273 million.
Blizinsky responded to an inquiry and stated that the cost to replace one radio in the
current system is about $3,100. He also noted that the PSERN system has a life
expectancy of 20 years or more.
Blizinsky displayed a map of the covered areas and noted that the scope of the
project is to reuse 18 sites, acquire 28 new sites, and upgrade all 46 of them. The
project, he outlined, would include the design, purchase, and installation of radio site
equipment, backhaul network equipment including microwave radios/multiprotocol
label switching (MPLS) and some leased fiber, end user radios for all public agencies,
and dispatch center equipment. There would be user migration and training, testing,

and project closeout, to include the decommissioning of the King County Emergency
Radio Communication System (KCERCS), he explained.
Blizinsky displayed a spreadsheet comparing both the old and the new PSERN
systems. Specific improvements, he stated, were that PSERN covered 97 percent of
the coverage area as compared to the current 94 percent. Additionally, PSERN has a
geographic redundancy.

He continued and discussed the project timeline with the Council, such as final design
and implementation from 2015 - 2018 and project closeout in 2020.
Blizinsky reviewed governance network implementation information and stated that
the interlocal agreement would be covered by RCW 39.34 and the joint board
oversees the project. This board, he stated, consists of the four voting members and
the voting members are the Valley Communications (ValleyCom) cities, Eastside
Public Safety Communications Agency (EPSCA) cities, Seattle, and King County, with
King County being the lead agency. He continued and noted that the governance
post-implementation operations will be run by a new non-profit corporation to be
formed when the network is completed. He added that ownership of the network will
be transferred to the non-profit once the network is built and passes testing.
Furthermore, he explained that the non-profit will own, operate, and govern the
network after transfer and that this non-profit will have a board of directors which will
handle all budgetary matters concerning the PSERN system.
