Call to Order Smith called the meeting to order at 7:06 pm 2. Roll Call • LUPB Members: Randall Smith, Chair; Frank Cornelius, Katherine ]ones; and Jack Ottini were in attendance. Barbara Phillips, Vice Chair and Binoy Varughese were excused absent. Navdeep Gill was unexcused absent. • City Staff: Charlene Anderson, Planning Manager; Todd Hunsdorfer, Environmental Conservation Coordinator; and David Galazin, Civil Attorney were in attendance. 3. Approval Minutes Board Member Ottini Moved and Board Member Cornelius Seconded a Motion to Approve the November 24, 2014 Minutes. MOTION PASSED. 4. Added Items None S. Communications None 6. Notice of Upcomino Meetings None 7. Public Hearing Chair Smith declared the Public Hearing open. ZCA-2015-1 HIGH CAPACITY TRANSIT FACILITIES Charlene Anderson, Planning Manager, presented the draft ordinance for design standards and requirements for High Capacity Transit (HCT) facilities, most specifically the light rail facilities coming to the West Hill of Kent. The design standards used are taken generally from the City of Seatac with adjustments pertaining to Kent. The standards include design, architectural expression, locally established art themes, shelters at stations, fencing, seating, bicycle parking areas, restroom facilities, garbage receptacles, lighting, noise barriers, and parking. Also included in the proposed standards and requirements are landscaping guidelines, pedestrian circulation, offsite improvements including sidewalks and trails, signage, fire safety standards, a development plan, open space, and a conditional use permit in all zoning districts. The draft ordinance also includes a provision for a development agreement which provides for flexibility from some standards. KCC section 12.04.825 from the subdivision code also has been edited to refer to the development agreement section of the HCT regulations. Land Use& Planning Board Minutes April 13, 2015 Amendments were presented by Anderson based on recommendation from Mel Roberts from the Kent Bicycle Advisory Board regarding bicycles and related facilities. Upon conclusion of Anderson's presentation, she requested that the exhibit from Mel Roberts be admitted into the record. Chair Smith asked for a Motion to admit the exhibit. Board Member Cornelius MOVED and Board Member ]ones SECONDED a Motion to admit the exhibit into the record. Chair Smith called for a vote on the motion. MOTION PASSED. Chair Smith asked for testimony from the Public. One person testified. Alan Gray, 26857 Downing Ave S, Kent, WA, testified regarding 15.15.310-Minimum Parking Space Requirements, and recommended that when a study is done on parking requirements, the City should look beyond minimum adequacy because demand for parking usually exceeds capacity. Chair Smith closed the Public Hearing. Chair Smith asked for a motion. Board Member Ottini MOVED and Board Member Cornelius SECONDED a Motion to recommend to the City Council approval of the proposed ordinance amending Title 15 of the Kent City Code (KCC), to adopt a new chapter 15.15 KCC pertaining to design standards for high capacity transit (HCT) facilities, and a new section 15.08.450 KCC, along with related amendments to KCC Sections 15.04.060, 15.04.065 and 12.04.825, to support the HCT design standards. A secondary motion was made. Board Member Ottini MOVED and Board Member Cornelius SECONDED a Motion to adopt the bicycle proposed changes which staff Charlene Anderson presented. First, under proposed KCC Section 15.15.120.G.1, to add "and storage lockers" after "rack space". Second, under 15.15.220.A.2, to add "bike tracks" after "sidewalks" in the second line. Third, under 15.15.510.A, change subsection to read as follows, "To promote public transit use, the city and the lead agency for the development of HCT facilities shall coordinate an assessment of the need for vehicular, bicycle, and pedestrian access improvements within a comfortable biking and walking distance of each city HCT station. Fifteen hundred feet is considered a "comfortable walking distance;" six thousand feet is considered a "comfortable biking .distance;" however, the actual distance could be greater or lesser depending on surrounding features." Fourth, under 15.15.510.B.2, add " bike lanes or paths, " after "sidewalks,". Chair Smith called for a vote on the secondary motion. SECONDARY MOTION PASSED, Chair Smith called for a vote on the main motion, as amended. MOTION PASSED. Land Use & Planning Board Minutes April 13, 2015 Chair Smith declared the Public Hearing open on the second agenda item. ZCA-2015-2 CRITICAL AREAS ORDINANCE & FLOOD HAZARD REGULATIONS Todd Hunsdorfer, Public Works Environmental Conservation Coordinator, presented proposed edits and additions, as required by the Growth Management Act, to City regulations for Critical Areas which include; Wetlands, Fish and Wildlife Habitat Areas (Streams), Geological Hazardous Areas, and Frequently Flooded Areas (KCC 11.06 and 14.09). Hunsdorfer also presented two amendments to these proposed changes, which include, adopt language to Critical Areas maps definition in KCC 11.06.050, and replace the reference of Washington Department of Fish and Wildlife's new document in KCC 11.06.690. Chair Smith asked for testimony from the Public. No one testified. Chair Smith declared the Public Hearing closed. Chair Smith asked for a motion, Board Member Ottini MOVED and Board Member Cornelius SECONDED a Motion to recommend to the City Council APPROVAL of amendments to KCC 11.06, Critical Areas Ordinance, and 14.09, Flood Hazard Regulations as presented by staff. A secondary motion was made, Board Member Cornelius MOVED to adopt the proposed changes which staff Todd Hunsdorfer presented. First, under KCC Section 11.06.050, add language at the end of the paragraph of the Critical Areas maps definition as follows, "... Maps are adopted pursuant to this chapter and regularly updated with new information from the City, State, Federal, and Tribal agencies. They shall be kept on file at the permit center, on the city's website, and made available for public inspection upon request." Second, under 11.06.690, E, change the current reference for Washington Department of Fish and Wildlife's document from, "Design of Road Culverts for Fish Passage, 2003" to "Water Crossing Design Guidelines, 2013". Chair Smith called for a vote on the secondary motion. SECONDARY MOTION PASSED. Chair Smith called for a vote on the main motion, as amended. MOTION PASSED. S.
