HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 01/06/2015 KENT w1.„ „oTa Kent City Council Meeting January 6, 2015 The regular meeting of the Kent City Council was called to order at 7:02 p.m. by Mayor Cooke. Councilmembers present: Boyce, Fincher, Higgins, Ralph, Ranniger, and Thomas. Councilmember Berrios was excused. CHANGES TO THE AGENDA FROM COUNCIL, ADMINISTRATION, OR STAFF. PUBLIC COMMUNICATIONS A. Public Recognition. Mayor Cooke highlighted the 2014 Kent Turkey Challenge and introduced Jack Kay, Torklift Central. Mr. Kay thanked the Mayor and the City Council for its support and endorsement of the event and said this is the fourth year of the event. He stated that last year, 2,784 pounds of food and $10,000 was collected and this year 10,800 pounds of food and $22,500 were collected for the Kent Food Bank. Katie Brown, Torklift Central presented the awards. Mayor Cooke expressed her gratitude to the businesses for participating. B. Community Events. Council President Ralph communicated the ShoWare Center schedule over the next couple of weeks. She added that the ShoWare Center is being recognized as the #1 "Top Spot" in the Pacific Northwest for 2014 in this month's publication of Venue Today based upon ticket sales for venues of similar size. C. Intergovernmental Reports. Council President Ralph communicated that she does not have anything to report. She announced the Council representatives to regional committees in 2015. PUBLIC COMMENT None. CONSENT CALENDAR Kent City Council Meeting Minutes January 6, 2015 Council President Ralph moved to adopt Consent Calendar Items A through C, seconded by Councilmember Thomas. Motion carried 6-0 and the following items were approved: A. Approval of the Minutes — Approve. The minutes of the regular Council meetings of October 21 and November 4, 2014, the special Council meeting of October 28, 2014, the Council workshop meetings of November 4, 2014, and November 18, 2014 were approved. B. Payment of Bills — Approve. Payment of the bills received through November 30 and paid on November 30 after auditing by the Operations Committee on December 16, 2014 were approved. C. Excused Absence - Councilmember Jim Berrios — Approve. The Mayor was authorized to approve an excused absence for Councilmember Berrios who was unable to attend the City Council meeting of January 6, 2015. OTHER BUSINESS None. BIDS There were no bids. REPORTS FROM STANDING COMMITTEES, STAFF AND SPECIAL COMMITTEES A. Council President - Council President Ralph noted that there was not a workshop tonight. She communicated that her father passed away two weeks ago and thanked everyone on the dais for their support in her time of loss. B. Mayor Mayor Cooke announced that Cheryl Rolcik-Wilcox was the City of Kent Employee of the Month for January and congratulated her for the recognition. She had a meeting concerning transportation challenges with Amy Scarton, Assistant Secretary, Community & Economic Development, Washington State Department of Transportation. Mayor Cooke also met with Forterra and Jeff Watling, Parks and Recreation Services Director about the Green River. She stated that US Army Core of Engineers has stopped their environmental restoration project. C. Administration - Chief Administrative Officer Derek Matheson announced there would be two executive sessions, one concerning potential litigation as authorized per RCW 42.30.110(1)(i) and property negotiations as per RCW 42.30.1 10(l)(c). D. Economic & Community Development Committee - Councilmember Boyce communicated that there will be a meeting on Monday at 3p.m. E. Operations Committee - Councilmember Thomas indicated that the report was in the minutes. 2 I Kent City Council Meeting Minutes January 6, 2015 F. Parks and Human Services Committee - No report. G. Public Safety Committee - Council President Ralph confirmed that the meeting of the Public Safety Committee meeting was cancelled. H. Public Works Committee - Councilmember Higgins communicated that there were many grants accepted at their first meeting of the year. I. Regional Fire Authority - No report. RECESS At 7:35 p.m. Mayor Cooke announced that the Council would take a three minute recess. EXECUTIVE SESSION At 7:38 p.m., Mayor Cooke reconvened the meeting and announced that the Council would recess into an Executive Session for sixty minutes to discuss potential litigation, per RCW 42.30.110(1)(i) and property negotiations, per RCW 42.30.110(1)(c). At 8:38 p.m., Mayor Cooke announced that the Executive Session would be extended for an additional fifteen minutes. At 8:53 p.m., Mayor Cooke announced that the Executive Session would be extended for an additional fifteen minutes. At 9:08 p.m., Mayor Cooke announced that the Executive Session would be extended for an additional ten minutes. At 9:16 p.m., the Executive Session concluded and Mayor Cooke reconvened the regular meeting. ACTION AFTER EXECUTIVE SESSION. No action.
