COMMITTEE MEMBERS PRESENT: Committee Chair, Dennis Higgins arrived a few minutes late. Committee member Dana Ralph sat in as Chair, Committee member Brenda Fincher was present. The meeting was called to order at 4:11 p.m. Committee member Ralph had Committee Chair Higgins concurrence on Items 3 and 4. Item 1 — Approval of Meeting Minutes Dated May 5, 2014: Committee member Fincher MOVED to approve the minutes of May 5, 2014. The motion was SECONDED by Committee member Ralph and PASSED 3-0, with Committee Chair Higgins concurrence. Item 2 — Parkina Zone Amendment: This item was taken out of order. Ben Wolters, Economic & Community Development Director, stated that he was there to ask for acceptance of the Parking Zone Amendment. Based upon recommendations from the parking committee and recommendations from city staff, Wolters asked committee members to approve the Parking Zone Amendment. There was discussion as to what the signs would say. It was determined staff would examine history on how to word the new signs, and that merchants would let customers know they are able to now park for a total of 4 hours. Committee Chair Higgins MOVED recommend to the full City Council Approval of an amendment to 9.38.060 of the Kent City Code, entitled "Two (2) hour parking zones," increasing the parking to four (4) hour parking zones. The motion was SECONDED by Committee member Fincher and PASSED 3-0. Item 3 — SE 2561h Street Sanitary Sewer Connection Charge: Mark Madfai, Design Engineering Supervisor, noted that SE 2561h Street is currently under construction from Kent Kangley Road to 1161h Ave SE. The road is being improved and widened. Madfai stated that prior to the project there were properties that did not have sewer stubs available. The stubs were installed in the project construction so that these properties will not have to trench into the new road to hook up to the sewer at a later date. One property did not pay the sewer connection charge up front. This connection charge will allow the sewer utility to recover the stub cost when the property connects to the sanitary sewer. Address: 10940 SE 2561h Street Tax Lot: #2022059217 Sanitary Sewer Connection Charge: $12,190.63 Committee member Fincher MOVED to recommend Council authorize the Public Works Department to establish a sanitary sewer connection charge for 10940 SE 2561h Street subject to final terms and conditions acceptable to the City Attorney and Public Works Director. The motion was SECONDED by Committee member Ralph and PASSED 3-0, with Committee Chair Higgins concurrence. Item 4 — Professional Services Agreement/Tierra Right of Way Consultants for Relocation Services: Mark Madfai, Design Engineering Supervisor, stated that the King County Flood Control District recently decided to have King County take the lead on design for the Russell Road Lower-Lowest Levee reach that extends from S. 231" Way to S. 2121h St. Since the City was the lead, and had 1 Public Works Committee Minutes May 19,...2014 .... identified locations where property needed to be purchased so that a secondary levee could be built, King County agreed that the City remain the lead on the property acquisitions. Madfai noted the properties identified include two full property acquisitions of residential parcels one a rental and the other is owner-occupied. Offers have been made on the two parcels which will require relocation services. These properties would need to be purchased independent of a final levee alternative due to their proximity to the river. Council member Fincher MOVED to recommend Council authorize the Mayor to sign a Consultant Services Agreement with Tierra Right of Way in an amount not to exceed $36,450 to provide property relocation services for properties along the Russell Road Lower-Lowest Levee, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. The motion was SECONDED by Committee member Ralph and PASSED 3-0, with Council Chair Higgins concurrence. Item 5 — Information Only — Update on May 17, TeamUp2CleanUp & Recycling Event: Gina Hungerford, Conservation Coordinator, stated that on May 17, 2014, Kent hosted "TeamUp2Clea nUp Kent" together with the Downtown Partnership, the Kent Chamber of Commerce, Kent Station & Republic Services. Over 150 dedicated people participated in picking up 3 1/2 tons of litter. Thank you for making our community shine! Hungerford also noted that on June 7, 2014, from 9:00 am - 3:00 pm, we will be hosting our summer Recycling Event at the Phoenix Academy parking lot, 11000 SE 2641h Street. Items that will be accepted are: appliances, toilets, sinks, mattresses, kid's car seats, batteries, & bulky yard debris. Up to three file-sized boxes of documents for shredding will also be accepted. The Northwest Center truck will be on site to collect clothing and reusable household goods. Flyers with a complete list have been mailed. The information is also available at www.KentRecyles.com. Information Only/No Motion Required Item 6 - Information Only — Green River System Wide Improvement Framework: Mike Mactutis, Environmental Engineering Manager, noted that the King County Flood Control District is in the midst of preparing a Green River System Wide Improvement Framework, (SWIF) which is a federal process to analyze and address issues with levee systems' enrollment status in the federal Levee Rehabilitation Program. Mactutis gave a brief power point presentation outlining the schedule, current conditions and level of protection. Information Only/No Motion Required Item 7 — Draft 2015-2020 Six-Year Transportation Improvement Plan: Monica Whitman, Senior Transportation Planner gave a presentation the Draft 2015-2020 Six Year Transportation Improvement Program (TIP) which represents the City's proposed transportation improvement work program for the next six years. It includes planning studies, street, bicycle, pedestrian, traffic signal, and transit improvements as well as street maintenance and preservation projects. Whitman stated that State law requires that each city develop a local TIP and that it be updated annually (RCW 35.77.010). Most of the state and federal agencies now require that projects submitted for a grant application be included in a city's adopted Six Year TIP. 2 Public Works Committee Minutes May 19,...2014 .... Information Only/No Motion Required Added Items: - Mel Roberts, Chairman, Kent Bicycle Board gave committee members a letter from the Kent Bicycle Advisory Board that includes their recommendations to the Draft 6-Year Transportation Improvement Program.
