The meeting was called to order at 5:06 P.M. by Chair Tim Clark.
Approval of Minutes of January 27,2003
Committee Member Rico Yingling moved to approve the minutes of the January 21, 2003 Public
Works Committee meeting. The motion was seconded by Tim Clark and passed 2-0. Chair
Clark stated he had the concurrence of Council Member Julie Peterson.
715E Ave South Street Vacation— Set Hearine Date
Public Works Director Don Wickstrom said the City had received a petition for the vacation of
71"Avenue South near 180`h and West Valley Highway. In accordance with state law, a public
hearing must be held.
Rico Yingling moved to recommend Council adoption of a resolution setting a public
hearing date of April 1 for the street vacation located along a portion of 71st Avenue South.
The motion was seconded by Tim Clark and passed 2-0. Chair Clark noted he had
received the concurrence of Councilmember Julie Peterson.
SE 288th Street and 216th Avenue SE Easement—Authorize
Don Wickstrom said that Shamrock Development was required to improve the intersection of SE
288' Street and 216`h Avenue SE as part of the off-site improvements for their development.
The proposed improvements will encroach on a comer of the Kent Springs Watershed property,
and the developer requests that the City of Kent grant an easement for roadway purposes to King
County. Plans for the improvements have been prepared and the City has received $2,500,
which is the value of the easement.
Rico Yingling moved to recommend that Council authorize the Mayor to execute the
respective documents granting an easement for roadway purposes at the intersection of SE
288th Street and 2161h Avenue SE. The motion was seconded by Tim Clark and passed 2-0.
Chair Clark noted he had received the concurrence of Councilmember Julie Peterson.
SE 256th Street Improvements—Accept as Complete I
Don Wickstrom said the original contract for improvements on 256th Street was about$5 million
dollars, but the final cost had come in at $6.3 million dollars, or 28% over contract. The
contractor filed a claim, and staff thought it reasonable to settle. The claim resulted in about half

of the total change order of$800,000. Mr. Wickstrom explained the change order items as
calculation errors in quantities, which amounted to $500,000 worth of materials. The original
contract would have been$5,500,000 had the quantities been correct. The changes weren't a
result of anything being added or of something gone wrong in the field.
As a result of the way this project turned out in terms of quantity miscalculations, the procedure
for implementing those types of jobs has been changed. When a consultant is hired, another
person is also hired to check the numbers in the overall project before it is bid. Then City staff
double-checks the quantities. Before, staff relied on the consultant.
Rico Yingling moved to recommend full Council acceptance of the 256th Street
Improvements Project as complete. The motion was seconded by Tim Clark and passed
2-0. Chair Clark noted he had the concurrence of Councilmember Julie Peterson.

Regarding: Authorizing - Request for Easement SE 288th St and 216th Ave SE

Creek. The proposed improvements will cause the new pavement to encroach upon a
corner of City of Kent (Kent Spring Watershed) property, therefore the developer requests

The Public Works Department recommends that Council authorize the granting of the

Dear Mr. Wickstrom,
I:have prepared engineering plans for improvements to the intersection of
SE 288th St. and 216th Ave. SE. The developer, Shamrock Development, is
required to improve this intersection as part of the off-site improvements
for the Plat of Pebble Creek. The plans are ready to be approved by King
County. The City of Kent owns the property in the northeast quadrant of
this intersection. This is the Kent Springs Watershed property.
The proposed intersection improvements include a right turn lane from
westbound on SE 2881h St. to northbound on 216th>Ave. SE. The radius
necessary for this right turn lane will cause the new pavement to
encroach upon the corner of the City property. It appears that only the
paved shoulder portion of the road would cross the existing R.O.W. line.
As such, I wish to request that the City grant an easement for roadway
purposes or convey a small triangle of land at this corner (15' x 15'
triangle) to King County.
I have submitted plans to the City Engineering Department for review.
am also working with the City's property manager to prepare the legal
descriptions and necessary documents. Thank you for your consideration.
