COMMITTEE MEMBERS PRESENT:
Committee Chair, Dennis Higgins and Committee members Dana Ralph and Jim Berrios were
present. The meeting was called to order at 4:05 p.m.
Item 1 — Approval of Meeting Minutes Dated January 27, 2014:
Committee member Ralph MOVED to approve the minutes of January 27, 2014. The
motion was SECONDED by Committee member Berrios and PASSED 3-0.
Item 2 — Lab Sampling Agreement:
Interim Water Superintendent, Kevin Swinford stated that the city routinely collects drinking
water samples and analyzes them for coliform. Sampling and analysis ensure our drinking water
is free of coliform bacteria. Am Test, Inc. is an approved lab, located in Redmond, WA.
Committee member Berrios MOVED to recommend Council authorize the Mayor to sign
a Goods and Services Agreement with Am Test, Inc. for coliform sampling and testing
in an amount not to exceed $43,392.00 subject to final terms and conditions acceptable
to the City Attorney and Public Works Director. The motion was SECONDED by
Committee member Ralph and PASSED 3-0.
Item 3 — Information Only/SCADA Software Upgrade:
Interim Water Superintendent, Kevin Swinford explained that SCADA stands for Supervisory
Control and Data Acquisition. He went on to note that this system includes a network of over 40
remote water, sewer and storm sites that communicate their operational information to a central
location by radio signal. The information is used to control various pumps, monitor security,
collect data and notify personnel of critical problems. This system is radio based and collects
important data. Swinford stated that Information Technology staff will purchase the server
hardware and install it.
It was asked if the system could interface with the transportation system. Chad Bieren noted
that it is a different system and that it would serve us better if they operated separately.

Item 4 SE 2561h Street Improvements — Kent Kanglev Road to 1161h Ave SE, Planter
Islands:
City Engineer, Chad Bieren noted that the SE 2561h Street project has been under construction for
several months. Bieren stated that as part of the original design, the city was planning to install
planter islands at two locations along SE 2561h between Kent-Kangley Road and 1161h Ave SE.
Based on new information from local businesses west of 1091h Avenue SE, staff has determined
that one of the islands needs to be reduced in length to ensure truck access is preserved for
deliveries. The planters will be 50-75 ft. shorter than originally planned.

Item 5— Information Only/2013 Construction Review:
Construction Supervisor, Paul Kuehne provided an overview of 2013 construction projects. He
showed informative photographs of several sites with before, during and after project completion
shots.
