HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 01/27/2014 SPECIAL Public Works Committee Minutes January 27, 2014 COMMITTEE MEMBERS PRESENT: Committee Chair, Dennis Higgins and Committee members Dana Ralph and Jim Berrios were present. The meeting was called to order at 4:04 p.m. Item 1 - Approval of Meeting Minutes Dated January 6, 2014: Committee member Ralph MOVED to approve the minutes of January 6, 2014. The motion was SECONDED by Committee member Berrios and PASSED 3-0. Item 2 - Service Contract with Peterson Brothers, Inc. for Emergency Guardrail Repair: Street Superintendent, Bill Thomas explained how staff currently handles guardrail repairs that are required due to damage caused by accidents. The proposed agreement with Peterson Brothers, Inc. would reduce turnaround time to get the damaged guardrails repaired. Petersen Brothers is the only business that consistently responds to calls for bids, and is currently the sole provider for this service in the region. Committee member Berrios MOVED to recommend Council authorize the Mayor to sign a contract with Petersen Brothers Construction, Inc. to perform emergency repairs of damaged guardrails on an as needed basis in an amount not to exceed $20,000, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. Information Only/No Motion Required Item 6 3— Lower and Upper Russell Road Levees Proiect - Update: Tim LaPorte, P.E. Public Works Director, introduced Lorin Reinelt, Supervising Engineer for the King County Flood Control District and Jeff Watling, Parks Director. Each of them provided an update on the Lower Russell Road Levee and Upper Russell Road Levee Projects. Watling noted that this stretch of levee is a very important recreation corridor. Reinelt stated that he will be pursuing a Floodplains by Design grant in the spring for this project. The King County Flood District recently budgeted funds for the project, and King County staff has initiated their planning for this reach. Information Only/No Motion Required Item 6 4 — Information Only/US Army Corps of Engineers Boeing Levee ERP, King County Flood Control District: Public Works Director Tim LaPorte, Parks Director Jeff Watling and Lorin Reinelt provided an update on the partnership with the U S Army Corps of Engineers and the King County Flood Control District on the Boeing Levee Ecosystem Restoration Project. LaPorte explained where the project is located and noted the issues staff face moving forward. Watling noted that the 1 mile SPECIAL Public Works Committee Minutes January 27, 2014 north of South 2121h Street was donated property for park use. He stated that the goal of the project is to integrate the ecosystem improvements with the Parks element. The federal funds for this project need to be obligated by October Is' 2014. Watling stated the desire is to maintain the funds and hope to accomplish all of the different nuances of the project into a design by the end of March. Interim Chief Administrative Officer, Tom Brubaker stated that there are three key pieces to this project that need to blend together: 1) Levee accreditation 2) Environmental 3) Parks No Motion Required/Information Only Item -7 5 — Information Only/Downtown Street Lighting/Decorative Lighting &Ouiet Zone Update: Tim LaPorte, P.E. Public Works Director stated that the Kent Downtown Partnership (KDP) has expressed a strong interest in pursuing a railroad quiet zone. Staff will investigate a Local Improvement District as a potential funding source and will get back to the committee with a timeline and costs to install quiet zones on both the Union Pacific Railroad and the Burlington Northern Railroad. Street Lighting in the downtown area will also be examined. NO Motion Required/Information Only Item S 6 — Discussion/Increasing Litter Fines — Information Only: Gina Hungerford, Conservation Coordinator stated that litter is a problem in Kent. On the average, Kent staff collects nearly 80 tons of litter per year (not including larger dump sites) from roadways at a cost of $110,000. She also said that the city has 18 dedicated Litter Patrols (all volunteers) that clean up litter in Kent. Some citizens in the Adopt-a-Street program have requested the City look into increasing the fines in Kent to help reduce littering. Staff have initiated the process of looking into fines used in other jurisdictions and will provide a recommendation. No Motion Required/Information Only Item 4 7 — 2014 Business and Occupation Proiect List: Tim LaPorte, P.E. Public Works Director presented a menu of proposed expenditures for street system needs utilizing Business and Occupation Tax revenues for 2014.
