Committee Members Present: Committee Chair Elizabeth Albertson and Committee member Dennis Higgins were present. Committee member Dana Ralph was excused, due to illness. The meeting was called to order at 4:03 PM. Item 1 — Approval of Meeting Minutes Dated September 16, 2013: Committee member Higgins MOVED to approve the minutes of September 16, 2013. The motion was SECONDED by Committee member Albertson and PASSED 3-0, with Committee member Ralph's concurrence. Item 2 — Greenhouse Gas Emissions Reduction Policy: Kelly Peterson, Environmental Conservation Supervisor passed out a corrected resolution to committee members. He noted that in 2007 Governor Gregoire signed Executive Order 07-02 initiating the Washington Climate Change Challenge. The Executive Order established greenhouse gas emission reduction goals, directed the implementation of the policies to reduce emissions, and directed state agencies to take action including development of strategies to reduce emissions. Peterson stated that staff from Economic and Community Development, Parks and Public Works, collaborated to draft a Greenhouse Gas Emissions Reduction Policy. The reduction draft policies are consistent with the State, Regional and County regulations and guidance. Committee member Albertson asked about measurable goals. Peterson said that he believed that would be a policy issue. Higgins said he would make a note and bring it up at next year's council retreat. Committee member Higgins MOVED to recommend adoption of Resolution No. endorsing and adopting Greenhouse Gas Emission Reduction Policies, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. The motion was SECONDED by Committee Chair Albertson and PASSED 3-0, with Committee member Ralph's concurrence. Item 3 — Information Only/Fall Recycling Event October 19, 2013 at Russell Road Park: Conservation Coordinator, Gina Hungerford informed the committee of the upcoming Fall Recycling Event that will take place on October 19, 2013 from 9:00 a.m. to 3:00 p.m. at Russell Road Park in Kent. Hungerford noted that this event is for those items not easily recycled at the curb. She then briefly went over a list of items that will be allowed at the event. Item 4 —Information Only/Drinking Water Ouality Monitoring: Item 5 — Withdrawal of Membership in South King County Regional Water Association• Item 6 — Information Only/Storm Drainage Issues: Item 7 — Valley Channel Re-establishment Proiect: Item 8 — Information Only/Vancouver WA Ouiet Zones Local Improvement District (LID): Item 9 — I-405/SR-167 HOV/HOT Lane: Senior Transportation Planner, Cathy Mooney gave an informative PowerPoint presentation on the I-405/SR 167 Corridor. Mooney noted that all parties acknowledge the importance of connecting I-405 and SR 167 into a seamless 40-mile long corridor. Mooney said the state is asking elected officials on the I-405 Executive Committee to make a recommendation to the Transportation Commission as to whether these lanes should remain free to HOV-2 vehicles or if it is time to move to a minimum of HOV-3 or some other criteria. Committee members decided a motion was not needed at this time. The meeting was adjourned at 4:42 p.m. Cheryl Viseth Council Committee Recorder
