Committee Members Present: Committee Chair Elizabeth Albertson and Committee member Dennis Higgins were present. Committee member Dana Ralph was excused, due to illness. The meeting was called to order at 4:03 PM. Item 1 — Approval of Meeting Minutes Dated September 16, 2013: Committee member Higgins MOVED to approve the minutes of September 16, 2013. The motion was SECONDED by Committee member Albertson and PASSED 3-0, with Committee member Ralph's concurrence. Item 2 — Greenhouse Gas Emissions Reduction Policy: Kelly Peterson, Environmental Conservation Supervisor passed out a corrected resolution to committee members. He noted that in 2007 Governor Gregoire signed Executive Order 07-02 initiating the Washington Climate Change Challenge. The Executive Order established greenhouse gas emission reduction goals, directed the implementation of the policies to reduce emissions, and directed state agencies to take action including development of strategies to reduce emissions. Peterson stated that staff from Economic and Community Development, Parks and Public Works, collaborated to draft a Greenhouse Gas Emissions Reduction Policy. The reduction draft policies are consistent with the State, Regional and County regulations and guidance. Committee member Albertson asked about measurable goals. Peterson said that he believed that would be a policy issue. Higgins said he would make a note and bring it up at next year's council retreat. Committee member Higgins MOVED to recommend adoption of Resolution No. endorsing and adopting Greenhouse Gas Emission Reduction Policies, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. The motion was SECONDED by Committee Chair Albertson and PASSED 3-0, with Committee member Ralph's concurrence. Item 3 — Information Only/Fall Recycling Event October 19, 2013 at Russell Road Park: Conservation Coordinator, Gina Hungerford informed the committee of the upcoming Fall Recycling Event that will take place on October 19, 2013 from 9:00 a.m. to 3:00 p.m. at Russell Road Park in Kent. Hungerford noted that this event is for those items not easily recycled at the curb. She then briefly went over a list of items that will be allowed at the event. Item 4 —Information Only/Drinking Water Ouality Monitoring: Item 5 — Withdrawal of Membership in South King County Regional Water Association• Item 6 — Information Only/Storm Drainage Issues: Item 7 — Valley Channel Re-establishment Proiect: Item 8 — Information Only/Vancouver WA Ouiet Zones Local Improvement District (LID): Item 9 — I-405/SR-167 HOV/HOT Lane: Senior Transportation Planner, Cathy Mooney gave an informative PowerPoint presentation on the I-405/SR 167 Corridor. Mooney noted that all parties acknowledge the importance of connecting I-405 and SR 167 into a seamless 40-mile long corridor. Mooney said the state is asking elected officials on the I-405 Executive Committee to make a recommendation to the Transportation Commission as to whether these lanes should remain free to HOV-2 vehicles or if it is time to move to a minimum of HOV-3 or some other criteria. Summary: This is an on-going program with the City of Kent and the U.S. Geological Survey (USGS) for stream data collection. For Fiscal Year 2012, The City of Kent will contribute $60,080 to the annual program costs of $106,205 with the USGS providing the remainder. These gages provide valuable information on stream and weather conditions, including water surface elevations, flow levels and amounts of precipitation. This information is used to calibrate stream flow models which helps to improve accuracy and thereby improve the design of our stormwater projects. The gages, through links to internet web sites, allow staff and the public to monitor stream flow levels from remote locations. The stream flow measured at the gage at Rock Creek and Kent Kangley Road is included in the Clark Springs Habitat Conservation Plan as a criterion to determine the City's augmentation of flows in Rock Creek during certain periods of the year. This contract will provide for operation, maintenance and data collection at five gages. Two are located on Mill Creek, one on Springbrook Creek and two on Rock Creek, as required by the HCP. The gage information is available to the public real-time at http://waterdata.usgs.gov/wa/nwis/current?tvpe=flow . The parties hereto agree that subject to availability of appropriations and in accordance with their respective authorities there shall be maintained in cooperation a fixed-price agreement for operation, maintenance, and data collection on Green River at the 200th Street Bridge, and at Springbrook, Mill Creek, and Rock Creek stream gaging stations, herein called the program. However, the party of the second part reserves the right to publish the results of this program and, if already published by the party of the first part shall, upon request, be furnished by the party of the first part, at costs, impressions suitable for purposes of reproduction similar to that for which the original copy was prepared. The maps, records, or reports published by either party shall contain a statement of the cooperative relations between the parties. 9. USGS will issue billings utilizing Department of the Interior Down Payment (Bill) Request (form DI-1040). Billing documents are to be rendered QUARTERLY. Payments of bills are due within 60 days after the billing date. If not paid by the due date, interest will be charged at the current Treasury rate for each 30 day period, or portion thereof, that the payment is delayed beyond the due date. Summary: Localized flooding in the valley occurs in part, due to sediment that has built up in creek channels. Deposition of sediment is a natural process. Decades of development in the urbanized watersheds have increased deposition rates. It has been several decades since sediment has been removed from the channels, except for culvert cleaning projects completed in 2010 and 2011. In some areas, over 5- feet of sediment has been deposited which also allowed invasive plant species to grow. The sediment has reduced flow capacity and flood storage, impacted water quality and impedes fish passage. Removing sediment in portions of the valley creek channels will reduce localized urban flooding such as doing Mill Creek and Springbrook Creek improve water quality and habitat. While sediment removal is beneficial, permits and regulatory requirements will result in a project that will most likely take a number of years to complete. King County Drainage District #1 has jurisdiction over much of the valley channels, and a partnership could be beneficial to an efficient and successful project. Summary: The Washington State Department of Ecology is offering a no-match $50,000 grant for municipal stormwater permittees to implement programs to ensure compliance with the Clean Water Act. This grant does not require a local match. These funds will be used to improve Clean Water Act compliance programs (NPDES) to maximize efficiency and ensure continued compliance with increasing permit requirements. Additionally, Ecology is offering $120,000 of appropriated capital funds to municipal stormwater permittees to plan and design capital improvement projects. Approved projects must retrofit sub-standard stormwater systems with Low Impact Development stormwater management controls. The first of fifteen annual payments is due on 11/16/13 from property owners that have not already paid off their assessments. Before notices go out, we would like to apprise the Committee and Council of the project status and our plan for its completion. At this time, we have the funding to complete all of Phase 1 and the Garrison Creek Bridge portion of Phase 2. The remaining portion of Phase 2 and all of Phase 3 are currently unfunded. As shown in the table below, we will apply for grants on these unfunded portions of the project as work proceeds. In addition, as the economy improves and development continues to pick up, Transportation Impact Fees should increase significantly. Budget Impact: Storm utility funding has been included in the capital budget. Transportation Impact Fees would be available after the SE 256th Street project has repaid the B&O fund.
