January 6, 2014
COMMITTEE MEMBERS PRESENT:
Committee Chair, Dennis Higgins and Committee members Dana Ralph and Ken Sharp were
present. The meeting was called to order at 4:02p.m.
Item 1 — Approval of Meeting Minutes Dated December 9, 2013:
Committee member Ralph MOVED to approve the minutes of December 9, 2013. The
motion was SECONDED by Committee member Sharp and PASSED 3-0.
Item 2 — King County Solid Waste Division Waste Reduction & Recycling Grant:
Gina Hungerford, Conservation Coordinator addressed items 2, 3 and 4 together. Hungerford
noted that the King County Waste Reduction and Recycling grant is used to fund three Special
Recycling and Collection Events for residents and businesses for the collection of hard-to-recycle
materials.
Committee member Sharp MOVED to recommend Council authorize the Mayor to accept
the Waste Reduction and Recycling Grant Contract in the amount of $89,835 for 2014,
and establish a budget accordingly, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director. The motion was SECONDED by Committee
member Ralph and PASSED 3-0.
Item 3 —Seattle-King County Health Department Local Hazardous Waste Management
Program/Recycling Event Grant:
Gina Hungerford, Conservation Coordinator, noted that the Seattle-King County Health
Department's Local Hazardous Waste Management Program Grant is an annual grant that helps
cities protect public health and the environment from toxics and hazardous products and wastes.
The grant covers collection of hazardous waste at three special recycling collection events for
residents and local businesses.
The next residential recycling event is on March 15, 2014.
Committee member Ralph MOVED to recommend Council authorize the Mayor to accept
the Local Hazardous Waste Management Program Contract in the amount of
$32,278.87 for 2014, and establish a budget accordingly, subject to final terms and
conditions acceptable to the City Attorney and Public Works Director. The motion was
SECONDED by Committee member Sharp and PASSED 3-0.
Item 4 —Contract/Olympic Environmental for 2014-2015 Residential Recycling
Collection Events:
Gina Hungerford, Conservation Coordinator noted that Olympic Environmental Resources would
provide assistance with the implementation of the City of Kent's Waste Reduction and Recycling
Programs including the spring, summer, and fall special recycling and collection events. They will
also provide outreach for business and multi-family waste reduction and recycling programs, rain
barrel and compost bin sales and education to benefit the citizens and businesses of Kent. These
programs provide a cost savings to Kent's residents and businesses. Hungerford stated that

Olympic Environmental Resource was the only company to respond to the request for
qualifications, and have provided exceptional work over the years.
Committee member Sharp MOVED to recommend Council authorize the Mayor to sign
the Consultant Services Agreement with Olympic Environmental Resources for Waste
Reduction and Recycling Activities and Programs for 2014/15 in the amount of
$185,551.00, subject to final terms and conditions acceptable to the City Attorney and
the Public Works Director. The motion was SECONDED by Committee member Ralph
and PASSED 3-0.
Item 5 — SR 516 to South 231" Way Levee North Reach Improvements — Change Order
No. 1:
Alex Murillo P.E., Environmental Engineering Supervisor introduced Paul Kuehne, Construction
Supervisor and Jason Bryant, Senior Construction Inspector. Murillo noted that this is the first
levee project constructed by the City that will be entirely paid for by the King County Flood
Control District. The work was completed through an Interlocal Agreement, with a funding limit of
$1.5 million.
Murillo gave a brief explanation about the interlocal agreement, and that it wasn't authorized by
the King County Flood Control District until July 17, 2013, which gave the project a late start. The
original construction contract was awarded to SCI Infrastructure for $583,462.54 and most of the
levee was completed by late September 2013. During our record rainfall event on September 30,
areas along the landward side of the levee eroded and needed to be repaired. Erosion control
measures were installed at the time. However, due to the timing of the storm the damage was
sig nificant.
While assessing needed repairs, it was determined that areas of the levee required more work
than anticipated and that action to fix the problem needed to be done quickly. The areas were
repaired and the levee is now completed. Several questions were asked of staff about where the
blame should fall for the expenditure. Chad Bieren, City Engineer stated that the project was
started as soon as the ILA was signed and that it was unfortunate that there was an unusual rain
event. The material that was used for the levee is made to go in place to "heal" in dry weather,
thus the failure.
Committee member Ralph MOVED to recommend Council authorize the approval of
Change Order No. 1 to SCI Infrastructure, LLC in an amount not to exceed $194,059.46
for unanticipated construction costs on the SR 516 to South 231St Way Levee. The
motion was SECONDED by Committee member Sharp and PASSED 3-0.

Item 6 — Central Avenue South Improvements — Acceptance of Grant:
Mark Howlett, P.E. Design Engineering Manager stated that the pavement along South Central
Avenue between Willis Street and the South Central Bridge has numerous cracks, rutting and
patches and is in need of reconstruction. Because of the progressed deterioration of Central
Avenue, this arterial requires more of a reconstruction than a simple overlay and will require
appreciable design work including relocation of utilities before the road project can be advertised
for bids. The road overlay itself will cost over $2 million. The future reconstruction project will
repair failing pavement sections and provide a full width overlay of the roadway.
The Public Works Department competed for and was awarded a $300,000 federal grant through
the Puget Sound Regional Council for the Design Phase of the Central Avenue South Pavement
Preservation Project. This funding will allow the City to complete the design and permitting
phases of this critically needed improvement and will make this project more competitive for
possible future federal grant funding opportunities.
Committee member Sharp MOVED to recommend Council authorize the Mayor to accept
a Federal Grant in the amount of $300,000 for the Design Phase of the Central Avenue
South Pavement Preservation Project and direct staff to establish a budget for the
funds, subject to final terms and conditions acceptable to the City Attorney and Public
Works Director. The motion was SECONDED by Committee member Ralph and PASSED
3-0.
Item 7 — Kent Interurban Trail Connector Proiect — Acceptance of Grant:
Mark Howlett, P.E. Design Engineering Manager noted that the City of Kent was awarded
$727,500 through a direct appropriation from the Washington State Legislature-Commerce
Community Capital Facilities. This funding will allow the City to complete the design and begin
construction of a bicycle connection between West Valley Highway and the Interurban Trail.
The project includes a shared use travel path along the south side of South 2281h Street from the
Interurban Trail, west to 681h Avenue South (West Valley Highway), approximately 1,800 feet in
length. In addition to providing connection as part of the City's system of trails to bike lanes, it
will provide a link between residential and office areas around 2281h Street with the downtown
commercial area.
Howlett noted that the Economic and Community Development department did a good deal of
work in order to get this grant. Howlett stated that this project is slated to be constructed in
2015. Bieren noted that this is half of the original request and that staff would go back to the
state legislature to ask for more money.
Committee member Ralph MOVED to recommend the Council authorize the Mayor to
sign the grant agreement in the amount of $727,500 with the Washington State
Department of Commerce for the Kent Interurban Trail Connector Project and to direct
staff to establish a budget for the funds, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director. The motion was SECONDED
by Committee member Sharp and PASSED 3-0.

Item 8 — South 2241h Street Improvement, Phase 2 — Acceptance of Transportation
Improvement Board Grant:
Ken Langholz, Design Engineering Supervisor noted that for the second year in a row the Public
Works Department competed for and was successful in receiving a $5,000,000 grant from the
Washington State Transportation Improvement Board for the City's South 2241h Street
Improvement Project. This year's award is for Phase 2 of the project, which will construct a 3-
lane roadway between 881h Avenue South and 941h Place South and a new bridge over Garrison
Creek. Last year the City received $5,000,000 for Phase 1 of this project, which will connect the
east and west sides of SR 167 with a new bridge.
It is being requested that the TIB combine Phases 1 and 2 into a single project for more efficient
and cost effective project administration, design and construction.
Langholz stated that grants can't be re-purposed to another corridor. This project has been
planned for 30 years as an east/west corridor.
Committee member Sharp MOVED to recommend Council authorize the Mayor to accept
a grant from the Washington State Transportation Improvement Board (TIB) for Phase
2 of the South 2241h Street Improvement Project and sign a letter to the TIB requesting
to combine Phases 1 and 2 into one project, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director. The motion was SECONDED
by Committee member Ralph and PASSED 3-0.
Item 9 — Information Only/2014 Work Plan:
Tim LaPorte, P.E. Public Works Director noted that staff members are available to go on a ride-
along to see where the projects are that are included in our Public Works 2014 Work Plan.
LaPorte went on to state that the ride-along can be tailored to individual councilmembers
requests. Councilmember Ralph stated she would like to get a copy of the 2014 Work Plan.
On an unrelated note, Councilmembers were very pleased to have five grants on the agenda to
accept tonight. They know how unusual it is and were very pleased.

Motion: Move to recommend Council authorize the Mayor to sign a contract
with Petersen Brothers Construction, Inc. to perform emergency repairs of
damaged guardrails on an as needed basis in an amount not to exceed
$20,000, subject to final terms and conditions acceptable to the City
Attorney and Public Works Director.
Summary:
The city typically has several guardrails that are damaged or destroyed each year by
vehicles due to severe weather or inattentive drivers. In the past we have spent
time soliciting bids for each repair. Petersen Brothers is the only business that
consistently responds and is the sole provider for this service in the region, at this
time.
We are requesting the approval of this contract to be able to expedite repairs for the
safety of the motoring public.
Budget Impact:
Funds would be made available by Council through the use of Business and
Occupation Tax.

RE: Annual Service Agreement for On-Call Guardrail Repairs
The City of Kent, Public Works Operations Street Division is requesting to enter into an
annual contract with Petersen Brothers Construction, Inc. for an on-call service to
make emergency repairs of damaged guardrails sustained from vehicle accidents, due
to weather conditions or other factors.
Peterson Brothers, Inc. is the only Washington State contractor that does this type of
work. The contract amount is not to exceed $20,000 during the 2014 calendar year. If
it looks like we may go over the $20,000 amount staff will bring it to the Public Works
Committee for approval.
Entering into this agreement with Peterson Brothers, Inc. will save valuable
administrative time preparing these types of contracts, several times per year.

Motion: Move to recommend Council authorize the Mayor to direct staff to
delete the proposed installation of the planter islands along SE 256th Street
that were planned as part of the SE 256th Street Improvement Project.
Alternative Motion: No motion is necessary to continue with the planter
island construction.
Summary:
The SE 256th Street Improvement Project has been under construction for several
months. This work has been progressing and is scheduled to be completed later this
year.
As part of the original design, the City was planning to install planter islands at two
locations along SE 256th between Kent-Kangley Road and 116th Ave SE. Due to the
number of driveways on SE 256th Street there were limited opportunities for these
islands and only two were able to be included. Based on new information from local
businesses west of 109th Avenue SE, staff determined that one of the islands needs to
be eliminated to ensure truck access is preserved. Upon further review, staff have
determined that one island may have less of a positive impact on aesthetics than
originally anticipated and would be the only planter island for over 2 miles.
If the proposed planter island is to be deleted, it should be done so as at this time, as
utility installation is currently underway.
Budget Impact:
This change will result in a savings of approximately $35,000 to the project.

Summary:
Litter is a problem in Kent. On the average, Kent staff collects nearly 80 tons of
litter per year (not including larger dump sites) from roadways at a cost of
$110,000.
To reduce litter, other jurisdictions have adopted fines in excess of $100, which is
Kent's current fine. A higher fine encourages would-be litterers to change behavior,
and to hold onto "throw-aways" until they can access a trash bin.
Some citizens in the Adopt-a-Street program have requested the City look into
increasing the fines in Kent to help reduce littering. Staff have initiated the process
of looking into fines used in other jurisdictions and will provide a recommendation.
