Committee member Dennis Higgins chaired the meeting on Elizabeth's behalf. Dana Ralph was present. The meeting was called to order at 4:04 p.m. Higgins noted that he had Albertson's concurrence on all action items. Item 1 — Approval of Meeting Minutes Dated November 5, 2012: Ralph MOVED to approve the minutes of November 5, 2012. The motion was SECONDED by Higgins and PASSED 3-0, with Albertson's Concurrence. Item 2 — Agreement/Union Pacific Railroad/Pipeline Crossing Agreement: Garrett Inouye, Project Engineer showed a map of the proposed area. He explained that next summer, the Public Works Department will be starting phase two of the project, which includes the installation of two box culverts within the 64th Avenue S. Drainage Channel. Doing so will help to reduce flooding by increasing flow capacity and improve storm water conveyance along 64th Avenue S. from S. 228th Street to the Green River Natural Resources Area. Inouye went on to note that because the culverts will be located under the Union Pacific Railroad (UPRR) track and property, a crossing agreement is required by the UPRR. This agreement includes a license fee and an agreement that the City will reimburse the railroad for all cost and expenses incurred during removal and reinstallation of the spur track. Committee members asked if there were any controls in regards to the amount that the railroad can bill the city. LaPorte stated that he believes the estimate that has been presented is a good one. If the railroad goes over the estimate by 10% we will bring it back to the committee. Ralph MOVED to recommend Council authorize the Mayor to sign a Pipeline Crossing Agreement between the City of Kent and the Union Pacific Railroad for the 64th Avenue S. Channel Improvements Project, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. The motion was SECONDED by Higgins and PASSED 3-0, with Albertson's concurrence. Item 3 — Contract/Shearer Design — 64th Avenue S. Channel Improvements Phase II: The presentation for this item was combined with item #2 above. Ralph MOVED to recommend Council authorize the Mayor to sign a Consultant Services Agreement with Shearer Design in an amount not to exceed $17,782.38 to provide structural engineering services for the 64th Avenue S. Channel Improvements Project Phase II, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. 4 PUBLIC WORKS COMMITTEE Minutes of Monday, November 19, 2012 The motion was SECONDED by Higgins and PASSED 3-0, with Albertson's Concurrence. Item 4 — Contract/Integra Realty Group — Upper Mill Creek Dam Improvements Proiect: Garrett Inouye, Project Engineer presented an informative PowerPoint presentation showing an area map and the easement acquisition area. He explained that the Upper Mill Creek Dam Improvements Project involves raising the existing dam, located east of 104th Avenue SE, near SE 267th Street. Raising the dam will allow the City to store more water on the east hill and reduce downstream flooding in the valley. The benefits of this project are to upgrade the dam, improve downstream flood protection, divert additional flow to the dam reservoir, and restore fish passage to upstream sections of Upper Mill Creek. Inouye further explained that as part of this project, the City will need to acquire property rights from 5 parcels around the perimeter of the Upper Mill Creek Pond. This Contract is to prepare appraisals for those acquisitions. The acquired property will be used for storm water storage in the future. Ralph MOVED to recommend Council authorize the Mayor to sign a Consultant Services Agreement with Integra Realty Resources in an amount not to exceed $10,500 to prepare appraisals for the Upper Mill Creek Dam Improvements Project, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. The motion was SECONDED by Higgins and PASSED 3-0, with Albertson's Concurrence. Item 5 — Public Utility Funds/Surplus and Disposal of Miscellaneous Materials & Fleet Services Update: Ron Green, Fleet Superintendent noted that through daily operations, the utility maintenance crews accumulate used copper and brass fittings, pipe, wiring, and water meters. These components have a monetary value when recycled. Green went on to state that the SCADA (Supervisory Control and Data Acquisition) system has been upgraded and parts are no longer needed. There is also a large format copy machine; and other materials including cast iron pipe, fittings, damaged PVC pipe and miscellaneous hydraulic tools that need to be surplused. RCW 35.94.040 requires that the City Council hold a public hearing and adopt a resolution to declare public utility equipment as surplus and to establish the condition for disposition of the equipment that is in the best public interest. Item 6 - Information Only/Lakes Area Levee Meeting - Update: Environmental Engineering Supervisor, Alex Murillo, updated committee members on the Lakes Area Levee Community meeting that was held on November 7, 2012 at the Kent Ice Centre. Murillo noted that the Lakes Homeowners Association (HOA) is the largest one in Kent totaling 19 with 6,000 residents. Murillo noted that 50-60 people attended the November 7 meeting. Staff included Toni Azzola, Neighborhoods Program Coordinator, Sgt. John Pagel from the Police Department provided information on police incidents in the area, Rob Knutsen gave an update on the speeding and traffic issues, Alex Murillo talked about the levees and the progress that has been made to date. Murillo noted that Mayor Cooke also attended as did staff and support personnel from the King County Flood Control District. Murillo noted that five of the HOAs will be impacted by upcoming levee work. Public Works Director Tim LaPorte noted that King County and the City of Kent are fairly like minded about this levee stretch; there are subtle differences that still need to be worked out. Information Only/No Motion Required Item 7 - Information Only/Snow & Ice Response Preparedness: Street Superintendent, Bill Thomas presented information on our annual Snow and Ice Response Preparedness. The information provided gave committee members a good idea of the City's plan to respond to severe winter weather. Information Only/No Motion Required Item 8 - Information Only/223Id Drive Residential Traffic Calming - Update: Senior Engineering Technician Rob Knutsen noted that eleven residents in the neighborhood participated in the Speed Watch campaign. During their study period they observed a total of 388 cars, 118 of those cars were exceeding 30 MPH. The majority of vehicles exceeding 30 MPH were in the area of SE 223 Drive between 116 Ave SE and 132 Ave SE and SE 216th St and SE 234th St. The Traffic Calming Committee, consisting of 10 residents in the neighborhood and City staff is scheduled to meet in December to discuss potential solutions. The Traffic Calming Committee's goal is to come up with a traffic calming recommendation for SE 223rd Drive and surrounding residential streets in the neighborhood. Information Only/No Motion Required 6 PUBLIC WORKS COMMITTEE Minutes of Monday, November 19, 2012 Added Items: Coal Trains — Transportation Engineering Manager, Steve Mullen noted that the Burlington Northern Railroad is planning to run coal trains along its tracks through the City of Kent, to Cherry Point North of Bellingham. Mullen will return at the December 3, 2012 Public Works Committee meeting to provide additional information on this topic. Rain Update — Street Superintendent Bill Thomas noted that we've experienced some minor flooding within the City. He noted that Mill Creek was up and that crews had been out until 7:00 p.m. Updates will be posted on the internet tonight and tomorrow. Be Alert to water over the road way. Railroad Crossings — Bill Doolittle expressed some concerns regarding the condition of the following railroad grade crossings in the City. 1. Burlington Northern @ Smith Street 2. Burlington Northern @ James Street 3. Burlington Northern Westbound @ Willis Street 4. Union Pacific @ Willis Street 5. West Valley Highway at 190th 6. LaPorte, P.E., Public Works Director Subject: Information Only/Riverview Park Restoration Project Construction Completion Item - 3 Motion: Information Only/No Motion Required Summary: Construction of the Riverview Park Restoration Project will be completed by the end of December. The project is part of the city's overall goal to improve both salmon habitat and flood control on the Green River. The new channel is approximately 700 feet long and includes fish habitat features such as large woody debris and native riparian plantings. The project provides much needed salmon habitat and refuge in a key reach of the Green River and near the confluence of Lower Mill Creek-Auburn. The project is a partnership with US Army Corps of Engineers (USACE) through the USACE Green/Duwamish Ecosystem Restoration Program. In urbanized areas such as the Kent Valley, opportunities to build side channel habitats are very limited. Generally, private ownership and existing development adjacent to the river make side channel projects exceeding difficult or cost prohibitive. Side channels along a river are an important component of salmon habitat in that they provide an area away from the river's main channel for salmon to grow, seek refuge from predators and rest during high flows. The project is located on City Park Department property known as Riverview Park which is located along the Green River south of Willis Street and west of SR 167. The site was used as a passive use park for bird watching, walking, picnicking, and informal fishing along the Green River. These activities have been preserved and will continue once construction of the side channel project is complete. Budget Impact: None. The project has been funded primarily through USACE and by grants obtained through King Conservation District and the Recreation and Conservation Office - Salmon Recovery Funding Board—and by the City's stormwater utility. Summary: The Council adopted the findings, conclusions and recommendations from the Board of Equalization (PW Committee) for Local Improvement District (LID) No. 363 on October 16, 2012. The Project will extend S. 224th Street near East Valley Highway to Benson Road. This includes a bridge over SR 167 and 88th Avenue S. The Consultant will provide structural engineering services for the design of the new bridge and wall structures. This includes the preparation of the plans, specifications and estimate (PS&E) for the SR 167 Bridge. The Consultant will also assist in obtaining WSDOT and Environmental permits to construct the project. Budget Impact: In addition, the City was successful in obtaining a $5 million grant from the Washington State Transportation Improvement Board (TIB) for the project. Summary: South 231't Way (aka LID 353 - South 228th Street extension) was constructed between Military Rd. and Russell Rd. to provide a five lane roadway with curbs, gutters and sidewalks. The project was completed in the spring of 2007. The City purchased property from the City of Seattle and other adjacent properties in order to construct the roadway improvements. The dedication of the roadway Right-of-Way is necessary to surplus part of the remaining property. After Right-of- Way dedication, two parcels will be formed that can be sold. The parcel on the north side of 231't is 3.88 acres and the parcel to the south is 6.43 acres. The City of Seattle is currently in the process of selling the property west of the 3.88 acre parcel. The surplus of this property would allow the two cities to sell the properties concurrently and maximize the value. The area is zoned for commercial development. Summary: Last year the Public Works Department was successful in obtaining a $1,182,420 grant from the Washington State Transportation Improvement Board (TIB) for the 72nd Avenue Improvement Project. Currently 72nd Avenue South exists only between South 180th and South 196th Streets and between South 200th and South 228th Streets in the highly industrialized area of Kent. There is a missing link between South 196th and South 200th Street. The project will include new curbs, gutters, sidewalks, street lights and storm drainage between South 196th Street and South 200th Street. A new culvert will be installed across Mill Creek for the roadway. Design of this culvert will require the expertise of a structural engineer to evaluate the site and provide the City recommendations regarding the type, size and structural characteristics of the new culvert. Shearer Design, LLC was selected to perform this work and is highly qualified in the areas of bridge and culvert design. Public Works Director Subject: Information Only/Proposed SE 2561h Street Local Improvement District 364 - (Kent-Kangley Road to 1161h Ave SE) Item - 8 Information Only/No Motion Required Summary: The City has been successful in obtaining and securing a $2 million dollar grant from the Washington State Transportation Improvement Board for the repair, widening and upgrading of SE 2561h Street between Kent-Kangley Road and 1161h Ave. SE. The City has been aware of the increasing traffic congestion on this section of SE 2561h Street. Therefore, the project for widening and improvement has been on our 6-year TIP for well over a decade. The project will construct a center left turn lane and bike lanes. Also included is construction of curb and gutter, sidewalks, storm drainage and storm detention, street lighting, undergrounding of electrical facilities and landscaping. Traffic signals will also be modified and upgraded as necessary. The City has the opportunity to pursue the formation of a Local Improvement District (L.I.D.) with the benefiting properties being assessed a share of the project cost. The project cost estimate is approximately $7.2 million. We propose that the City form an L.I.D. for approximately $2.04 million. Using the $2 million grant, the remaining share would be approximately $3.16 million. This gap would be filled using a combination of traffic impact fees, business and operations taxes for pavement reconstruction and drainage fee for stormwater conveyance. There are 307 properties included in the proposed L.I.D. Many of these are condo and single family properties. In addition, there are a few commercial, office and apartment properties. In 2009 we mailed information to all of the property owners and held 3 informational open houses. Two more open houses were held in the spring of 2012. We also answered various questions on the phone and by email. The City delayed the L.I.D. formation process in order to pursue funding from other sources, however, sources of revenue are scarce and very competitive and the City could not find additional funding for this project. zz This page intentionally left blank. 23 PUBLIC WORKS DEPARTMENT Timothy J. We plan to build on this success and continue this special community day in years to come, ultimately replacing weeds with natural cover on over 1,189 acres of open space in Kent. In another community sponsored event, The Fieldstone Creek HOA successfully secured grant funding to improve a weed-infested stretch of creek below Clark Lake. Eagle Scout candidate Nik Kutterer helped recruit dozens of local volunteers to plant and clear the area. With the phenomenal community support and initiative that this group displayed, we expect that coho salmon may once again utilize this stretch of creek in the near future.
