HomeMy WebLinkAboutCity Council Committees - Public Safety (Committee) - 05/11/2010 CITY OF KENT PUBLIC SAFETY COMMITTEE MEETING MINUTES May 11, 2010 COMMITTEE MEMBERS: Les Thomas, Dennis Higgins, and Ron Harmon, Chair • The meeting was called to order by Chair Harmon at 5:04 PM. • Chair Harmon called for any additions or changes to the agenda, there were none. 1. Approval of Minutes L. Thomas moved to approve the minutes of the April 13, 2010 meeting. The motion was seconded by D. Higgins and passed 3-0. 2. King County Community Organizing mini-grant – ACCEPT Chief of Police Steve Strachan stated the mini-grant funds were used to support the Town Hall meeting which was held on May 6th. D. Higgins moved to recommend that the Kent Police Department accept the King County Community Organizing Program mini-grant in the amount of $500. The motion was seconded by L. Thomas and passed 3-0. 3. Washington Traffic Safety Commission $800 mini-grant awards – ACCEPT Chief Strachan explained two mini-grants in the amount of $800 each will be used for food costs and recognition awards for the 6/01/10 WTSC Target Zero Task Force ceremony. L. Thomas moved to authorize the Kent Police Department to accept two Washington Traffic Safety Commission mini-grants in the amount of $800 each. The motion was seconded by D. Higgins and passed 3-0. 4. Washington Auto Theft Prevention Authority grant award – ACCEPT and Establish budget Chief Strachan stated the funds support the Prevention of Auto Theft through Regional Operational Links (PATROL) task force from July 1, 2010 through June 30, 2011. D. Higgins moved to recommend that Council authorize the Kent Police Department to accept the Washington Auto Theft Prevention Authority grant in the amount of $800,000 and establish the budget. The motion was seconded by L. Thomas and passed 3-0. 5. Criminal Code Amendment – ADOPT Julie Stormes, City Prosecutor, explained the amendment aligns the Kent City Code with several new and amended code provisions from the 2009 state legislative session. L. Thomas moved to recommend the City Council adopt the proposed ordinance amending Ch. 9.02 of the Kent City Code to adopt by reference for enforcement in Kent new and amended code provisions recently adopted by the state Legisla- ture regarding possession of firearms by noncitizens, dog breeding practices, retail restroom access by customers with medical conditions, and definition of word “conviction” regarding commercial drivers’ licenses. Proposed Amendment to KCC 9.02.230 - APPROVE Ben Milgrom, City Prosecutor, Chief Strachan and Sergeant Jeff Cobb explained how the amendment will affect illegal activity at public facilities, the violator exclusion process and an appeal process. D. Higgins moved to recommend council approve ordinance repealing section 9.02.230 of the Kent City code, entitled “Public facility – Criminal activity – Prohibition of entry,” and create a new section 9.02.230, entitled “Public facility – Illegal activity – Exclusion.” The motion was seconded by L. Thomas and passed 3-0. 7. Evidence Custodian – AUTHORIZE Chief Strachan stated the position is fully funded by a grant for a period of eight months. L. Thomas moved to recommend that Council authorize the Kent Police to begin the hiring process for an Evidence Custodian, a new limited term position. The motion was seconded by D. Higgins and passed 3-0. 8. Washington Traffic Safety Commission Target Zero grant application-AUTHORIZE Chief Strachan stated the grant will fund officer overtime on specific DUI emphasis dates. D. Higgins moved to authorize the Kent Police Department to apply for the Washington Traffic Safety Commission Target Zero grant in an amount not to exceed $14,966. The motion was seconded by L. Thomas and passed 3-0. 9. Washington Traffic Safety Commission Target Zero grant application-AUTHORIZE Chief Strachan stated the grant will fund officer overtime on specific DUI emphasis dates and some salary and benefits of the LEL and Target Zero Manager from 10/1/10-9/30/11. L. Thomas moved to authorize the Kent Police Department to apply for the Washington Traffic Safety Commission Target Zero grant in an amount not to exceed $59,865. The motion was seconded by D. Higgins and passed 3-0. 10. FY2010 Office of Juvenile Justice and Delinquency Prevention grant application- AUTHORIZE Chief Strachan explained the proposed use of $325,000 for youth projects, if awarded. D. Higgins moved to authorize the Kent Police Department’s request to apply for the FY2010 Office of Juvenile Justice and Delinquency Prevention grant. The motion was seconded by L. Thomas and passed 3-0. 11. FY2010 Bureau of Justice, Smart Policing grant application – AUTHORIZE Chief Strachan explained the proposed use of $300,000 for crime scene investigation. L. Thomas moved to authorize the Kent Police Department to apply for the FY2010 Bureau of Justice Assistance grant in the amount of $300,000. The motion was seconded by D. Higgins and passed 3-0. 12. FY2010 Bureau of Justice, Encouraging Innovation grant application-AUTHORIZE Chief Strachan stated the grant funds would support a partnership project with the Kent School District’s security department to help provide a safe school environment. D. Higgins moved to authorize the Kent Police Department to apply for the FY2010 Bureau of Justice Assistance grant in the amount of $500,000. The motion was seconded by L. Thomas and passed 3-0. Bureau of Justice Assistance, Edward Byrne Memorial grant application – AUTHORIZE Chief Strachan explained the proposed use of funds to sustain the Gang Resistance Education And Training (G.R.E.A.T.) program in elementary schools. L. Thomas moved to authorize the Kent Police Department to apply for the FY2010 Bureau of Justice Assistance grant in the amount of $84,277. The motion was seconded by D. Higgins and passed 3-0.
