At their January 16''meeting, the City Council referred to the Planning Committee consideration
of the Comprehensive Plan and Zoning Amendments for 2000. The Land Use and Planning
Board had considered the amendments at a public hearing on November 27, 2000.
• The City received seven (7) applications for amendments to the comprehensive plan. Five of the
requests involve changes to both the Land Use Plan Map and Zoning Map. One request, the
Gray Amendment, was withdrawn prior to the public hearing with the Land Use and Planning
Board. Since the January 16 Council meeting, another request, the Ranniger Amendment, also
has been withdrawn (see enclosed letter). Furthermore, Kentview Pod H has been amended by
the applicant to request SR-4.5 zoning rather than SR-6 zoning (see enclosed letter).
The Land Use and Planning Board made the following recommendations:
Proposal A— Kentview Pod H #CPA-2000-2(A)/4CPZ-2000-1 —Denial (request
subsequently amended to apply for SR-4.5 zoning)
Proposal B — Nguyen #CPA-2000-2(B)/1fCPZ-2000-2—Approval
Proposal C — Coblentz#CPA-2000-2(C)/#CPZ-2000-3 —Denial
Proposal D — Gray #CPA-2000-2(D)/#CPZ-2000-4—Withdrawn
Proposal E -Ranniger #CPA-2000-2(E)/#CPZ-2000-5 — Denial (request subsequently
withdrawn by letter dated 1/29/01)
Proposal F— Kent and Federal Way School Districts #CPA-2000-2(F)—No
Recommendation
Proposal G—City of Kent Capital Facilities Plan #CPA2000-2(G)—No Recommendation

This letter is to request that the Ranniger amendment#CPA-2000-2(E)/#CPZ-2000-5 be
removed from the February 5 h Comprehensive Plan Amendment Planning Committee
agenda.
My husband and I are no longer buying the Gitchel property at 13212 SE 256th due to the
substantial public opposition toward this amendment. We requested that our realtor,Jim
Marso,of ReMax Realty remove this Amendment several weeks ago, but apparently he
did not do so.

We would like to follow up with you regarding our Comprehensive Plan Amendment for
Pod H. Our current application proposes a change to SR 6 zoning. Through
conversations with Planning Staff we have decided that we should really state the
• Comprehensive Plan Amendment be SR 6, but the Zoning R 4.5, since this zoning
reflects the actual density proposed for the property culminating in 52 units.
Would you please make sure the Planning Commission understands this change to SR 4.5
and its 52 unit result. Thank you very much for your time and attention to this issue and I
look forward to working with you.

SUBJECT: YEAR 2000 COMPREHENSIVE PLAN & ZONING
AMENDMENTS
#CPA-2000-2 (A-G) AND #CPZ-2000-(1-5)
It is my pleasure to forward to the City Council the Land Use and Planning
Board's recommended Comprehensive Plan and Zoning Amendments for 2000.
These recommendations are presented to you as per RCW 35A.63.070, 071 and
• 072.
The City received seven (7) applications for amendments to the comprehensive
plan. Five of these requests involve changes to the Land Use Plan Map,
although one request was withdrawn prior to the public hearing. The proposed
comprehensive plan amendments have been reviewed concurrently with
corresponding changes to the Kent zoning map, where applicable.
The Land Use and Planning Board considered the applications at a public
hearing on November 27, 2000 and is recommending the following
Comprehensive Plan text and map changes and corresponding zoning map
changes (see attached maps):
Proposal A— [Kentview Pod H 4CPA-2000-2(A)/#CPZ-2000-11 Change in
the Land Use Plan Map from Agricultural and Single Family
Residential 3 units per acre to Single Family Residential 6
units per acre and corresponding change of the zoning map to
SR-6, Single' Family Residential 6.05 units per acre for
property located at 21800 Frager Road/22002 Riverview
Boulevard.
The Land Use and Planning Board is recommending DENIAL.
Proposal G - [City of Kent Capital Facilities Plan #CPA-2000-2(G)]
Update the Capital Facilities Element of the Comprehensive
Plan to reflect a 6-year plan for capital facilities projects.
The Land Use and Planning Board held the public hearing on this
issue and is forwarding the updated plan to the City Council
without recommendation, allowing the City Council full
flexibility in the adoption of budgetary matters.
Staff will be available at the January 16, 2001 City Council meeting to discuss
the Land Use and Planning Board's recommendations and to answer questions.

NOTICE IS HEREBY GIVEN that the Planning Committee of the City Council of the City
of Kent will hold a public meeting on Monday, February 5, 2001, at 4:00 p.m. in the City Council
Chambers, City Hall, 220 Fourth Avenue South, Kent, WA 98032 on the issue of the Year 2000
Comprehensive Plan Amendments and corresponding Zoning Code Amendments, as follows:
1. Kentview Pod H #CPA-2000-2(A)/#CPZ-2000-1 — Change from Agricultural and Single
Family Residential 3 units per acre to Single Family Residential 6 units per acre (SR-6
zoning) for property located at 21800 Frager Road/22002 Riverview Boulevard.
2. Nguyen #CPA-2000-2(B)/#CPZ-2000-2 — change from Low Density Multifamily to
Commercial (Community Commercial zoning) for property located at 12819 Kent Kangley
Road.
3. Coblentz #CPA-2000-2(C)/#CPZ-2000-3 — change from Industrial and Single Family
Residential 6 units per acre to Low Density Multifamily(MR-G zoning) for property located
at South 222nd Street and 88°i Avenue South.
• 4. Ranniger#CPA-2000-2(E)/#CPZ-2000-5—change from Single Family Residential 6 units
per acre to Commercial or Mixed Use Restricted (O, Professional and Office zoning) for
property located at both the northeast and southwest corners of the intersection of 132"
Avenue SE and SE 256`h Street
5. Kent and Federal Way School Districts #CPA-2000-2(F)—updated capital facilities plans
including a change in impact fees in the Federal Way School District to $2,710 for single
family and $830 for multifamily units.
6. City of Kent Capital Facilities Plan#CPA-2000-2(G)—updated Capital Facilities Element
to reflect a 6-year plan for capital facilities projects.
