PUBLIC WORKS COMMITTEE MINUTES Monday, October 19, 2009 COMMITTEE MEMBERS PRESENT: Committee Chair Debbie Raplee and Committee Members Ron Harmon and Les Thomas were present. The meeting was called to order at 4:02 p.m. ITEM 1 – Approval of Minutes Dated October 05, 2009: tes of October 5, 2009. The TEM 2 – Revision to the Parking Code: Committee Member Thomas moved to approve the minu motion was seconded by Harmon and passed 3-0. I ned that the Chestnut Ridge Homeowners Association nd armon moved to recommend the Council adopt an ordinance to amend the Parking code -0. TEM 3 – 2nd Avenue Pedestrian Improvements/Consultant Contract with HWA Geo Steve Mullen, Transportation Manager explai Board wrote a letter requesting that parking be prohibited between 10:00 p.m. to 6:00 a.m. due to an increasing number of concerns raised by residents regarding disturbances from young adults congregating in the Chestnut Ridge Park after the park has closed. The amendment to the ordinance will help to reduce disruptive outdoor late night activities at Chestnut Ridge Park a across the street from the park. H 9.38.045, Parking Prohibited from 10:00 p.m. to 6:00 a.m., to include both sides of S. 203rd Street, from 100th Avenue SE, westerly approximately 600 feet to the westerly boundary of Chestnut Ridge Park. Routine inspection and construction management, including proje documentation and pay estimate management will be done by City staff; however, the constructio of this project will also involve materials testing and soils engineer/inspection that is beyond the expertise of City staff. HWA Geo Sciences possesses this expertise and was selected through a competitive process based. This project is the result of a federal grant; the city earmarked the matching funds some time ago. T HWA Geo Sciences, in the amount of $38,149, for the purpose of providing materials testing and inspection services related to 2nd Avenue Pedestrian Improvements Projec upon concurrence of the language therein by the City Attorney and Interim Public Works Direction. The motion was seconded by Harmon and passed 3-0. King County is still looking at cuts across the board. Monica will be attending the Regional Transit presentation on Wednesday, Octo 21, regarding the Green River flooding plan, and will return to the committee at a later date with results. Whitman was pleased to announce that the new partnership route from the Lakes and Riverview communities; that connects them to the Sounder transit center and the buses, has be well received. She has heard from several businesses in the area that have voiced their satisfaction with the new service. Staff has had to re-prioritize their workloads in or to keep up with the requests. Roughly one half of the giant sandbags have been placed on the east side of the river. Staff is looking at a couple of areas on the west side of the river as well. The bags will be placed by the November 1st deadline. King County has signed an agreement to reimburse the City for just over $2 million for the flood fight. Staff will continue to update Council on this issue. Summary: Summary: Clark Lake Estates is a 33 lot Sub-division constructed at the southeast corner of 240th Street and 120th Avenue just south of Clark Lake Park. The developer was unable to complete the improvements to this sub-division, and the City was forced to obtain the proceeds from the bond that was used to secure the infrastructure improvements.
