MINUTES VALLEY INDUSTRIAL COMMISSION, March 28, 1963

The meeting was called to order by President Wells McCurdy at 8:31 p.m.
The minutes of the last meeting accepted by vote.
Wells McCurdy asked to speak on the process of the formation of the Valley
Regional Planning Commission. The resolution for the formation has been
passed by all cities; Kent, Auburn, Tukwila and Renton. Resolution No.
118 signed by J. Shaughnessy, Mayor, dated February 4, 1963. Tukwila
accepted the resolution as written. Mr. Bicknell read the full resolution
as accepted for the benefit of the members present. Kent accepted the
resolution on February 4, 1963. The secretary to the Mayor of Renton
told Mr. Bicknell that Renton had adopted the resolution. The County has
not considered it and would be an advisory member only.
Wells McCurdy paid tribute to Messrs. Baker, Strander and Bicknell as '
being leading lights in the formation of the Valley Industrial Commission.
Wells McCurdy asked for a motion to ratify the actions of the four cities
in approving the formation of the Valley Regional Planning Commission.
The motion was made by Charles Baker and seconded by Fred Kimball and
accepted by unanimous vote.
Wells McCurdy moved that Tukwila be designated the home base for the
records of the Valley Regional Planning Commission. The motion was
carried.
It was agreed that Wells McCurdy would continue as president and Baldwin
Sammis as secretary of the defunct Valley Industrial Commission until
the new officers are appointed at the next meeting at Kent City Hall,
April 25, 1963 at 8:00 p.m.
It is recommended that all members of the present Valley Industrial
Commission attend the next meeting for the formation of the Valley
Regional Planning Commission. Mr. Strander is to coordinate the mayors

of the four cities and the councils of the cities to amend or clarify the part
of the resolution referring to the new body being represented by only two
members, one a member of the city council and one an appointed member.
Mayor Strander and Mr. McCurdy agreed to contact Mr. Fournier to
assure his presence at the next meeting in order that a full news coverage
can be made of the momentous occasion.
Mr. Charles Baker reviewed the past history of the formation of the Valley
Industrial Commission and the cooperation and help:that each city had
given to one another in the protection of the area against many things, such
as the attempt by the Port of Seattle to invade this area.
Mr. Herman of the King County Planning Commission reported on the forma-
tion and workings of the Southwest Snohomish County Planning Body.
The mayors are to resolve the name of the new body (in the resolution it
is referred to the Duwamish Valley Regional Planning Commission), and
the composition of the new body in number of members from each city.
The meeting was adjourned at 9:35 p. m.

8:00 p. m
