MINUTES VALLEY INDUSTRIAL COMMISSION, JANUARY 24, 1963
Renton City Hall
The meeting was called to order by President Wells McCurdy at 8:05 P. M.
The minutes of the last meeting accepted by vote. The Treasurer's report
of a balance of about $280.00 accepted by vote.
Mario Segale, Chairman of the Roads and Bridges Committee, read a
letter to him from Governor Rosellini with a schedule of work in progress
of construction projects in King County. The Governor mentioned that
actual scheduling of work would depend on the appropriation budget approval
of the 1963 Legislature. He mentioned work was programed for completion
target date of 1966 to tie in with the Seattle Freeway. All projects and
scheduled work as outlined in the summary submitted by the Governor were
located on a South King County Road Planning Map.
Wells McCurdy read an article from the recent Daily Journal of Commerce
issue stating that the East Valley Freeway and Auburn area widening of the
East Valley Highway were a part of the "National Park Highway" and there-
fore apparently 100% federally financed.
Noel Bicknell was asked to check the legislation that makes the Federal
funds available to finance the Valley Freeway.
Noel Bicknell reported on the January 15th meeting of the four Mayors of
the cities comprising the Valley Industrial Commission.
John Ehrlichman was to prepare a resolution to present to the Mayors,
for them in turn to present to their City Councils to create the Valley
Industrial Commission, which would make the present organization a
_legal body representing the four cities. Wells McCurdy commented that at
present the Commission does not have the benefit of a legal entity. The
County could be invited to enter into the Commission at a later date at the
request of the cities.
The Secretary was requested to ask the County to provide the Land Use
Plan for the South King County for the next meeting.

Mayor Strander of Tukwila said that twenty-two bills on Urban Government
had been submitted to the Legislature by Chairman Ackerly to streamline
the local government in the urban areas. Mayor Strander feels that most
of the Bills are intended to remove Home rule from the smaller cities.
In Tukwila's case, Seattle would expand its limits through these Bills to take
over that area. His feeling is that the other cities would follow this.
Neal Bicknell commented on the speech to the Kent Chamber of Commerce
by Palmer Smith regarding the Urban Transit and other thoughts concerned
in these Bills.
Charles Baker was asked to go to Olympia to present the Commission's
feelings on the aforementioned Bills. Mr. Baker said that he would like
the backing of the Valley Industrial Planning Commission and Mr. Bicknell
was asked to see that the resolutions were presented to the Mayors at the
earliest possible date so that Mr. Baker would have the backing of the
legal body. Mr. Baker commented that LIDs stopping at city limits at
present should be continued where necessary, however this can be handled
by the individual cities and does not need a super-government to handle
this. Mr. Baker commented that the "Johnny-Come-Latelie s" wished to
change all ground rules.
Dick Edwards suggested that the name change could be accomplished at
this meeting, however it was agreed that it would be presumptive to jump
the gun without having the full authority of the Mayors and their City Councils.
A letter of resignation from Mr. G. H. Morrison of Renton, addressed to
Mayor Aliment, was read.
Mr. Baker congratulated the Mayors on voting to form the Valley Industrial
Planning Commission.
