HomeMy WebLinkAboutCity Council Committees - Planning and Economic Development Committee - 07/25/1968 i s VALLEY REGIONAL PLANNING COMMISSION MINUTES JULY 25, 1968 The meeting was called to order at 7:45 P. M.. The Minutes were accepted and approved as they were mailed. Mr. Chester Biesen, Executive Director, Association of Washington Cities, was the guest speaker for the evening. The problems of taxation of the cities in the State was one of the main topics. He indicated that $6u2000,000 should be set aside in the State budget for direct aid to the Cities. Possibly this should be related to a percentage of the sales tax -- possible 25% of the total. Mayor Gene Gattavara stated he felt the new Health Plan for the Cities in the King County area, has not been dealt withfairly regarding the smaller cities. Mayor Stan Minkler was in accord. They had received the Health contracts to be signed. Mr. Biesen sug_ested they form a cormnittee to go before the Commissioners to discuss their problems and see if something could be worked out to their satisfaction. Mr. Biesen stated the Association is making a special study of the bill and to find out what could be done to improve it. A notice will be sent to persons interested in attending this. Annexation procedures and legislation proposals were discussed. Mayor Minkler said this is one of the reasons the VRPC was brought together. Mr. Biesen said as the community grows the boundaries should be able to expand. Bob Wing gave a report on the Forward Thrust Meeting that was hold on July 18, 1968. The five issues that failed to pass by the necessary percentage during the last election, will be placed on the ballot again. He felt the main issue VRPC should be concerned with is the Flood Control Issue. There will be meetings in the near future, to prepare the future plans of Forward Thrust. Mr. Jan Klippert reported that the Renton City Council had voted to budget the amount of money the VRPC requested for the 1969 program. A motion was made and seconded that the hxecutive Committee be directed to start a talent search for Administrator and Secretary. Baldwin Sammi.s presented a request from the State Department of Commerce and Economic Development. The request being to present a listing in detail of all industrial lands available in the State housed in one location. This would include industrial parks and property zoned for industrial development. A motion was made to give the forms to the Industrial Committee, who will in turn give —1— then to their Chambers of Commerce, to be filled out ad returned to the VRPC Office. VRPC in turn will send them to the State. In this way we will also have the information available for future use. Phase I of this survey is to be completed by August 152 1968. VRPC received a request from Clark, Coleman, & Rupeiks, Inc., to review their effolts in preparing a comprehensive plan for the City of Auburn. his matter was refered to a committee of Misters Teegarden, Schuler, Pugh and George. The Executive Committee meeting will be held August 139 1968 and tho next General meeting will be held August 22, 1968 in the City of Kent. The meeting adjourned at 9:30 P. M.
