MINUTES
of
VALLEY REGIONAL PLANNING COMMISSION
JANUARY 25, 1968
The General Fleeting of the Valley Regional Planning Commission was called to
order at 8:15 P.M. in the Council Chambers of the Renton City Hall, Renton,
Washington.
The Minutes of the last meeting were approved as received. Gordon Hall gave a
financial report. The Valley Regional Planning Commission has $461.61 in the
treasury. Each city will be billed for the first six months of the calander
year, for their contribution to the Valley Regional Planning Commission.
The meeting was divided into individual committies. Each committee chairman met
with his individual committee for 45 minutes to discuss plans for the coming year.
Mr. McGarrigle, was Committee Chairman of the Planning Coordination Committee. He
suggested the continuing of sending the minutes to all of the Chamber of Commerce;
the use of the Base Maps showing the expansion of parks and recreation areas; the
expansion of water, telephone lines, power, drainage and sewage lines; the use of
the maps to show boundaries and ideas of annexation to all cities. Also, to tabulate
zoning codes information for cross reference between cities.
Mr. Iry Iverson, of the Industrial Development Committee, stated it is most urgent
to assemble all the material available from the meeting held on the Subcommittee on
Industrial Development that was held last January 19, 1968. This information
should be made available to all concerned. He also stated he would have more
committee meeting in the very near future.
Mr. Norm Anderson, for the Commercial and Residential Development Committee, stated
his committee intends to work with Mr. Iry Iverson's group as much as possible.
They also intend to work on low cost housing, to see if it is possible to distribute
it among all cities, instead of centralizing it in one or two. They will also work
with the Health and Welfare Agencies of the Valley.
Glen Sherwood of the Transportation Committee recommended that:
1. The Valley Regional Planning Commission accept the principle of the Green
River Valley Transportation Study, with some reservations regarding eng-
ineering details.
2. The Puget Sound Regional Transportation Study be revised to reflect the
changes contained in the Green River Valley Transportation Study, East of
1-5, of particular note are (1) the down grading of S. 180th St. , from the
Valley Freeway West to Major Arterials status and (2) the provision for the
N-S Freeway extension from S. 180th St., and crossing the Valley at approx-
imately S. 288th Street.
3. That the Puget Sound Regional Transportation Study, lying East of 1-5
relating to the Green River Valley, be regularly updated so that it more
accurately reflects the changing conditions and. needs.
4. Recommend that the municipalities involved (Auburn, Algona and Pacific)
again bring the matter of routing up, and attempt to reach a unanimous
common position.

Mr. Gerard Ray, Mayor of Algona, stated he had had no cooperation from the State
Highway Department. It was decided to see if the Valley Regional Planning
Commission could be a moderator between the State Highway Department and the two
cities of Algona and Pacific, regarding the routing of the Valley Freeway. The
Valley Regional Planning Commission Members agreed to approve the Vista Study,
with the reservations noted above. It was agreed to study the problems to a greater
length, and refer to it at a later date.
Frank Zepp, Chirman of Utilities, believes more can be done on the maps to show a
more complete area of drainage and sewage problems.
Mr. Fournier and Mr. Teegarden of the Environmental Conservation and Legislative
Public Information Education Committee, felt the Valley Regional Planning Commission
should continue to be aware of the increasing growth, preservation of the water ways
and rivers, update the parks and recreation areas; make more studies of the air
pollution and air sound of the Valley; maintain good design in all buildings, bridges
and structures at all times. This cov1d be accomplished through the use of zone and
land maps. Mr. Fournier suggested more publicity of the Valley Regional Planning.
Commission, by sending news of the activities to Government and Municipal Agencies;
watch all legislation which would affect any plans Valley Regional Planning Com-
mission may have in mind; have monthly meeting with the Council Members and have
King County Commissioners represented and be more active.
Mr. Fournier stated that since the Seminar of November 1966, was such a success, it
should be repeated. Mr. Steward Neel, Area Development Manager of the Puget Sound
Power and Light Company, has stated he would assist in the planning of the Seminar
to be held in the spring. There will be a meeting at 10:45 A.M. in Mr. Fournier's
office on January 26, 1968, to discuss arrangements for the Seminar. The results of
that meeting and any further meetings will be given at our next General meeting.
The Executive Committee Meeting will be held Wednesday February 7, 1968 at the Reef
Restaurant in Kent, Washington, at 12:00 noon.
The next General Meeting will be held on Thursday 15th of February, in the City
Hall, Auburn, Washington at 8:00 P.M.
The meeting adjourned at 10:30 P.M.
