GENERAL MEETINU - 10/9/69

The meeting was called to order at 7045 P.M. in the Auburn City
Hall .
Gordon Gould gave a report of the PA'+? Conference he had attended
in Tumwater, 'washington. VRPC will co-sponsor the PA`V Conference
in the fall of 1970, along with the Kent Chamber of Commerce and
the City of lent.
Gordon Gould also gave a report on the forthcoming seminars to be
held at the Green River Community College. Questionnaires have been
sent to those attending the past session of seminars. The VRPC is
trying to gather information to find out just what type of information
is most helpful and interesting to the participants.
Ken Cottingham, of EISI, gave an interim report on the ;progress of
the Railroad Crossing Safety Study. He said the railroads and all
of the member cities have been very helpful in supplying his company
with the information needed.
The Mass Transit Committee submitted the following policy statement
to the Executive 3oard of the VRPC, and it was approved. The committee
now as a group feels the VRPC, as a whole, should adopt the follow-
ing statement ;
"The Valley regional Planning Commission recognized the fact that
there is a need of some form of imporvec Puglic Transportation, and
the VRPC should serve as the coordinating agency for the development
of a transportation plan for Renton Community, and any extension of
the system, to provide continuity in future transportation plans
throughout the Valley Area.
This is an interim policy statement and the VRPC will review the
Metro Plan as it affects the VRPC area after December 31 , 1969, and
take a stand on the issue, either for or against . "
A motions was made and seconded to approve the above policy
statement. Motion passed.
Shannon Hogue, Chairman of the Nomination Committee, submitted
the following names of persons to serve as Doard of Directors for the
year of 1970.

Gordon Hall , President; Irvin Iverson, First Vice- President;
Francis Pugh, Second Vice-President; Richard Fiedler, Third Vice-
President ; Clark Teegarden, Fourth Vice- President ; Gordon Gould,
Secretary; and Ton Eide, Treasurer: Mr. Hogue also suggested three
recommendations that should be read into the record.
1 . No President was to serve more than two consecutive terms.
2. That all the cities and towns be represented on the Voard of
Directors.
3. That all individuals who accept a position of the Vice-
President, must be willing to serve as president if so called
upon and must prepare himself for such duties, by actual
practice.
Nominations were called for from the floor . The motion was made
to accept the nominations as read, they were seconded and passed.
The three recommendations, made by Mr . Hogue, were also ;gut into the
record and passed by unanimous vote.
The Speaker for the evening, Mr. Stewart ^.lee 1 , President of the
Seattle Area Industrial Council , said the land in the Valley area is
rapidly being grabbed by industry. The VRPC should take positive
action at this time to keept the valley from developing solidly the
whole length of it . He announced that by 1975, the three major
Valley cities - - Auburn, Renton, and Kent -- will have a total popu-
lation of 497,600. This could be stopped by designating certain areas
as green belts and open agricultural areas permanently. The best
thing would be to reduce the amount of industrial zoning in the Valley
area, and to spread? it over a three or four county area. It is very
important the VRPC do its planning now, and do it as quickly as
possible.
The next meeting of the VRPC will be held at the Kent City Hall ,
November 13, 1969.
