EXECUTIVE COMMITTEE MEETING -- APRIL 24, 1969 -- VRPC OFFICE
ATTENDING: Gordon Hall , Irvin Iverson, Francis Pugh, Gordon
Gould] and Ethan Robbins.
Mr, Robbins presented a Rapid Transit Plan he had worked
on. It would cover the area between Tacoma and Everett. This
would be mainly a rail transit program, using the present rail
lines, with expansion available in other fields of transporation,
such as ferry, bus, and monorail. This would i-)rovide rapid
transit throughout the entire valley area, His estimation was
that this could be built 'for approximately 40 million dollars
at the present time. Gordon Gould, Chairman of the Mass Transit
Study, announced he would present it to his committee for further
consideration and contact Mr. Robbins to be present at that
meeting.
Gordon Gould gave a report on the Planning Association of
Washington Conference he attended in Richland on April 11th &
12th. He said the general idea of the conference was looking
beyond the physical Manning and looking ahead to the environ-
mental and social aspect of planning.
The possibility of VRPC co-sponsoring the P A 'W Conference
in the fall of 1970 is being studied. A report will be given on
this subject at the next Executive Meeting, by Gordon Gould.
The next Executive Meeting will be held May 8th at the
VRPC Office at 5:30 P.M., prior to the General Meeting to be
held at the Renton City Hall the same evening at 7:30 P.M.
The meeting adjourned at 6:45 P.M.

GENERAL MEETING -- TUKWILA CITY HALL -- APRIL 24, 1969 -- 7:30 P.M.
Gordon Gould reported on the Planning Association of
Washington Conference he attended in Richland, Washington, on
April llth and 12th. He stated less emphasis was put on planning
through zoning, and more on the social problems as well as environ-
mental problems of planning. VRPC is seeking information from
the PAW Committee, regarding scheduling the PAW Conference in
the Green River Valley area in the fall of 1970. There will be
more information on this at the next General Meeting.
In a report on Mass Transit - Gordon Gould announced a meet-
ing had been held in the 'VRPC office with Derrick Wolfall, Larry
Coffman, Don Eide, Phil Droke, and Byron Sneva. He had also

attended a meeting at the Puget Sound Governmental Conference
on Rapid Transit. At the present time they are investigating
the various plans of Mass Transit.
Baldwin Sammis said he wanted to have a meeting with George
Wannamaker, of King County Flood Control . He asked as many
members of the VRPC as possible to attend. This will be held
before the next general meeting and all members will be notified
in advance.
A motion was made by Iry Iverson, that the General Meeting
night of the VRPC be changed from the 4th Thursday of the month
to the 2nd Thursday of the month. Motion seconded and passed.
Awards were presented to Charles Baker, Robert Wing, Noel
Bicknell , Baldwin Sammis and Kenneth ',leeks, for the outstanding
service they have given to the Valley Regional Planning Commission.
Mr. Edward Sands, King County Planning Director, was guest
speaker for the evening.
He said it is extremely difficult to have long range plan-
ning throughout the Valley area. The King County planning has
to be coordinated around the cities and in the far reaching

suburban areas. The social attitudes change in different areas
about every 5 to 10 years, and as a result, King .County works on
short range plans that are constantly being up-dated. He also
announced one of the main and most important things that should
be done now and in the future, would be to work closer with both
the elected officials and the regional planning commissions.
"The more we meet and discuss problems together, the faster results
will be accomplished," he said.
The question of Mobile Homes and their building requirements
was raised. "What is the future of Mobile Homes and will they
be permitted on single residence lots?" The reply was that as
long as they meet building code requirements, there is really
nothing that can be done about them at the present time. The
main thing seems to be more of a social problem than anything else.
Most homeowners do not care to live next to a Mobile Home, even
though they may be very well constructed and meet all building
codes. Byron Sneva said, "Zoning for Mobile Homes will probably
have to be changed as it was at one time for Apartment Houses.
They are both in great demand, and will continue to be in the
future."
Mr. Sands was asked about the future of the area around
the Seattle-Tacoma Airport for industrial zoning. He said the
south end of the airport has been selected by Forward Thrust as
a park site, but there have been several sections to the north
of the field that have been zoned for industry.
The next General Meeting will be held May 8th in the
Renton City Hall at 7:30 P.M.
The meeting adjourned at 9:30 P.M.

VALLEY REGIONAL PLANNING COMMISSION
EXECUTIVE COMMITTEE MEETING
VRPC OFFICE - 5:30 P. M.
ATTENDING: GORDON HALL, JAN' KLIPPERT, Gordon Gould, Francis
Pugh, and Guests Brad Gillespie and Max Fullmer.
Mr. Brad Gillespie, of King County Flood Control Office,
gave a brief report on the Flood Control progress in the
Valley. The President has authorized funds for construction
starts on P.L. 566 projects natiowide . There is a great
d eal of competition for the monies available atpresent .
Mr. Gillespie requested the VRPC and its members to write
to their Congressmen and Senators to ;gush for a Green
River Project start as soon as possible. He will keep us
informed of all progress being made through Mr. Sammis,
Committee Chairman of VRPC' s Storm dater and Flood Control
Committee. Mr. Sammis said he would like to have a survey
made to determine the amount of funds private industry has
spent on drainage in the Valley. Max Fullmer announced he
thought this information could be obtained throught his
office.
Since Gordan Gould has been hired part time to work for
VRPC, a letter is being sent to the entire mailing list
to clearify his duties.
It is felt by all the Executive Board members, that ALL
members of VRPC should make every effort to attend every
committee meeting, and the monthly general meeting as they
are asked to do. They are the representatives, appointed
by their Mayors, to work with the Valley Regional Planning
Commission. The information received through the VRPC,
should then be taken back to their Mayors and Council for
consideration. We are also providing a greater informational
center, through our office, and help is needed from all
members fcr this .
Gordon Gould will be attend the Planning Assoication of
Washington meting to be held in Richland, April tlth and
12th. he will report on this at the general meeting to
be held at Tukwila on April 24th.

Because of a conflict of meeting dates between the Suburban
Mayors and The Valley Regional Planning Commission, a change
has been asked in the date of the VRPC General Meeting night.
A new meeting date has been scheduled for the 2nd Thursday
of each month. If this is not satisfactory with everyone,
please contact our office (UL 4-3020) before April 24th.
The meeting date change would be effective in May. The
next meeting will be held as usual on the last Thursday of
the month (April 24th) .
The next Executive Committee meeting will be held at 5:30 PM. ,
in the VRPC office - April 24th -- before the General meet-
ing of the same evening.

Attached is a proposal for organizational change
for the Valley Regional Planning Commission. It is
submitted for your review and discussion.
The major changes include changing the name of the
organization to - South County Council of Governments,.
and expanding membership and representation to provide
for unincorporated areas, additional incorporated areas
and providing for Community Councils .

PROPOSAL
ORGANIZATIONAL RESTRUCTURE
I. Policy Authority
Board of Mayors from membercities and representatives
from King County legislative districts and community
councils.
Authorize program, budget expenditures, personnel
selection
II . Executive Council
Mayors, city administrators or mayor' s appointees
elected officers
To develop program proposals, administer programs,
research and development responsibilities, education
and information program.
III. Membership
A. Six representatives from each City, Council ,
or County
Kent, Renton, Auburn, Tukwila, Pacific, Algona,
Des Moines, Normandy Park, Surien Community,
Federal Way Community, King County.
B. Six representatives to include, but not limited
to;
2 - City Councilman, or representatives
2 - Planning Commission or Planning Director
1 - Staff
1 - At large

C, Associate Membership - non-voting
1 ) Appointed representatives from public and
private utilities, chambers of commerce,
school districts, " inor" taxing districts,

FROM: EXECUTIVE COMMITTEE
SUBJECT: DUTIES AND RESPONSIBILITIES OF GORDON GOULD
As you know Gordon Gould has been placed on the VRPC
payroll on a part time basis. His duties and responsibil -
ities are two fold.
One area of responsibility will be to collect data,
establish liaisons and assist the Consulting Engineer in
data gathering for the Railroad Crossing Study.
His other area of responsibility will be in providing
staff services for the operating committees. The success
of the committees and their operation, will lie with
Gordon' s effectiveness. Committee Chairmen-may call on
Gordon to call meetings, establish agenda; take minutes,
provide follow-through correspondence, research and data
gathering, report to the executive committee and provide
data so that Committee Chairmen can report to the VRPC
membership.
In this role, committee chairman may call Gordon to
establish their committee meetings and seek his staff
support. It is also implied, that where Gordon feels
there is a need for a committee meeting, he will provide
the initiative to suggest the need for such a meeting.
He will be defining his methods of operation as he
proceeds. Your assistance will be appreciated.
