VALLEY REGIONAL PLANNING COMMISSION
GENERAL MEETING
PLACE : AUBURN CITY HALL
TIME : 7:30 P.M.
DATE : MARCH 27, 1969
Ken Cottingham, Consulting Engineer, gave a brief report on
the status of the Railroad Crossing Safety Study. This has passed
the state level and is now at the federal level , where this study
will be throughly investigated. It is now in the Regional office
in Portland for approval . Aerial photographs of the Valley show-
ing the various railroad crossings, will be available through
the Puget Sound Governmental Conference. A list of publications
are being compiled for future use. It was announced, Don Cowles
of Great Northern Railway Company, has contacted VRPC and said
they would be most anxious to assist in any way possible with the
Study. They would have mapping and data available for our use.
Gordon Gould reported on the success of the seminar that was
held March 19th. The topic was on the Economics of the Valley,
which proved very informative and had a great deal of audience
participation. The next session will be "The People", to be
held April 16th. Mrs. John Eby will be the moderator .
George Schuler, Chairman of the boundary review committee of
Tukwila-Renton -- Auburn-Kent -- and Island Annexation Law, reported
he has been collecting maps of the boundaries of the cities concerned.
He has also met with the Thomas Community between Auburn and Kent,
to discuss their views on a proposed change in the boundary .
There will be a meeting of the Tukwila-Kent Boundary Committee at
the Kent City Halt at 8:00 P. M. March 31st.
Gordon Gould reported he had held a meeting on Mass Transit .
They will gather more information on this subject and have another
meeting Wednesday April 2nd at 3:00 P.M. in the VRPC office.
Guest Speakers of the evening were Tom Straka and Oscar
Anderson of the Vocational Schools from Kent and Renton. They
spoke on the need of Vocational education in the area. Many
students that are potiential dropouts of highschool , have taken
Vocational Training and are now able to hold down full time jobs,
which they would not have been able to do before special training.

The vocational-technical institutes are seeking support to remain
within local school district structure under the State Superinten-
dent of Public Instruction and the State Board of Education, as
allowed in RCW 28.85. 770, the Community College Act, Passed by
the 1967 Legislature. After discussion, a motion was passed to
direct a letter to Mr., Straka and Mr. Anderson that Valley Regional
Planning Commission is not qualified to rule on this subject. We
will instruct all members, if they are interested in this subject,
they should write to their Legislators, giving their support .
Gene Williams announced that the Suburban Mayors Meeting
night is the same as the meeting night for the VRPC. He requested
the VRPC look into the possibility of changing their meeting night
so all of the Mayors would be able to attend also. The Mayors
are very interested in the VRPC, but find it impossible to attend
both meetings the same night . A motion was passed to resolve this
matter at the next Executive Committee meeting.
Mr. Klippert announced that Federal Way, Normandy Park, Burien,
and South King County have requested information on becoming members
of the Valley Regional Planning Commission. This will also be
discussed at the Executive Committee meeting.
Mr. Fullmer of the Soil Conservation Service gave a brief
report on the Valley Flood Control Project . The pumping plant
;Mans for Earlington are complete, but funds are needed from the
federal government to start construction. Letters to U . S. Senators
and Representatives would be of great help.
The next Executive Committee meeting will be held at 5:30 P.M,t,
in the VRPC office - Thursday April 3rd.
