SUBJECT: 1991 PLANNING DEPARTMENT WORK PROGRAM
At your request, the Planning Department is bringing our 1991
departmental work program to the Planning Committee for your
information. Our work program has been carefully developed in
order to respond to the City Council 1990-91 target issues and the
mandated planning process of the 1990 Growth Management Act. A
preliminary draft of our work program was reviewed by the Planning
Committee in July 1990, but several changes have occurred since.
The staff will review the work program at your upcoming Planning
Committee meeting.

SUBJECT: KING COUNTY PROPOSAL FOR DESIGNATING URBAN GROWTH
BOUNDARIES IN THE FEDERAL WAY COMMUNITY PLANNING AREA
The King County Council would like to enter negotiations with Kent
and other cities on urban growth boundaries for unincorporated
lands in the Federal Way area. The County's intended process for
accomplishing this is outlined in King County Ordinance #9751,
attached.
As you can see, the County's schedule for delineating urban growth
boundaries is- very ambitious, calling for tentative establishment
of boundaries by February 1, 1991. Equally ambitious is the
County's projected April 30th date for Kent and other cities to
amend their comprehensive plans to officially delineate urban
growth boundaries.
It should be noted here that "urban growth boundaries", as used in
the County's ordinance, actually means "potential annexation area. "
The process by which cities work with the County to ascertain the
limits of urban growth is different from the process of determining
the corporate limits of city jurisdictions. For example, urban
growth boundaries are a more technical exercise based on projected
population growth and land use density. The designation of
potential annexation areas, however, is based upon political
judgments of service areas, natural and man-made boundaries, and
other factors. We expect this latter process to be more time-
consuming and less perfunctory than imagined by the County, .and we
would recommend the County proceed with less haste.
