DISCUSSION OF THE CONFIRMATION PROCESS OF THE LAND USE & PLANNING
HEARINGS BOARD - (L. Orr)
The Committee discussed ideas about the confirmation process. Council member Tim Clark
expressed a proposal idea of what the criteria could be and the Council members concurred with
his proposal as follows: 1) a two-year residency within the City of Kent or potential annexation
area, 2) a geographical balance with a member from West Hill, Valley Floor (which includes
Scenic Hill and Lower East Hill), East Hill (from Benson to 116th) and the Meridian Annexation
area, and 3) one member who has demonstrated active participation in environmental issues.
The Committee agreed that each member who has been nominated by the Mayor submit a brief
letter of interest (no more that two typed pages) no later than 5:00 p.m. on May 2nd. The
Committee agreed the Planning Committee will review the letters on May 7th and make a
recommendation to the full Council on May 21st. Chair Orr stated no formal action was needed
but she said she would announce the agreed upon confirmation process at this evening's Council
meeting of April 16, 1996.

ADD A COMPREHENSIVE PLAN AMENDMENT TO THE LAND USE & PLANNING
HEARINGS BOARD MEETING THAT IS SCHEDULED FOR MAY 20 1996 TO ADD
A POLICY STATEMENT TO THE COMPREHENSIVE PLAN THAT WAS
INADVERTENTLY LEFT OUT OF THE ORIGINAL ORDINANCE
Senior Planner Kevin O'Neill explained to the Committee that a policy statement (Policy LU-
16.4) was inadvertently left out of the ordinance when the City adopted the Kent Comprehensive
Plan. It was stated that a resolution would need to go before the full Council on May 7th to
declare an emergency to make an amendment to the comprehensive plan.
Council member Tim Clark MOVED and Council member Jon Johnson SECONDED a motion
to send a resolution to the full Council on May 7, 1996 to declare an emergency to do a
Comprehensive Plan amendment on a policy that was inadvertently left out of the ordinance from
the original adoption; and, add this item to the May 20, 1996 Land Use and Planning Hearings
Board hearing scheduled for May 20, 1996. Motion carried.
